Lao Cai Golf Project was proposed by Lao Cai provincial authorities. Over 60 ha are forest land, 14.9ha is agricultural land and the rest are housing land. According to the Decision 1946 issued by the prime minister, forestland must not be used to build golf courses. However, the project was approved after Lao Cai authorities drafted their afforestation plan.

The Ministry of Planning and Investment has asked Lao Cai authorities to take full responsibility for converting the land use rights.

The investors must also take responsibilities for the legality and accuracy of the data presented in the project reports as well as their effectiveness. They must follow all regulations about construction and the environment.
