Gathering the talent for national leadership and governance

Talented people are available at any time, talent is everywhere, but the number of talented persons is often limited. 

Therefore, it is important to know how to focus talent on the areas that have the most important linkages, said National Assembly deputy Le Thanh Van.

In the current integration situation of the country, NA deputy Le Thanh Van said that there should be five basic strategic directions to attract talented people, in five priority areas:

Attracting talents who are outstanding politicians and good managers

The history of state formation shows that national leadership and governance are always the top priority areas for attracting talents.

If those who assume the leadership and management functions of the country at all levels, especially at the top levels, are not talented, they will lead the country on the wrong path. Consequently, the country is underdeveloped compared to other countries, the people's income is low, and the country has not developed in proportion to its inherent potential and advantages.

Therefore, the first priority task of the National Strategy to attract and use talents is to develop mechanisms and policies to attract talents who are outstanding politicians and good managers as a core force for national leadership and governance.

Gathering talents for science and technology

The second strategic direction is to focus talent on science and technology. It must be understood that it is the gathering of the best talent for the most important projects and objectives and talent is selected in the order of national priority - from implementing these crucial projects to go to the outstanding inventions. These inventions will put the country in the class of great powers and they will be worthy of humanity's highest scientific awards, including the Nobel Prize.

In the current context, when technological potential is the strength of each country, the second priority strategic direction is to build mechanisms and policies to pave the way for attracting and using talents for science - technology.

Attracting and using talents for getting rich

There is a fact that in Vietnam, due to the influence of Confucianism that "despises money", many people do not focus on getting rich, but only focus on education, aiming at hoping for promotion. Therefore, it is necessary to change the perception of getting rich, right from general education.

It is important to educate all citizens, especially the young generation, of the rights, responsibilities and obligations to enrich themselves and to enrich the country. Only when they are really rich, then the country will truly be strong to "shoulder with powers in the five continents" as expected by President Ho Chi Minh.

Therefore, in this Strategy, it is necessary to have a specific mechanism and policy to attract talent for getting rich.

Talent for building and operating a high-quality education

A mighty nation is a country with a high-quality education, which creates a comprehensive force of talent in all areas of social life.

Therefore, in this strategy, setting directions for the promulgation of mechanisms and policies to attract and use talents for education is an urgent strategic priority.

Talent for culture - arts

Talents needed in these fields include people with talent in management and individuals capable of spreading culture, creating, and performing arts.

Having talents as a pillar for the construction and consolidation of cultural institutions, the creation of artworks will be the core for preserving and promoting the national cultural values, social ethics and national artistic nuances. Therefore, this is an important orientation, it is necessary to have mechanisms and policies to attract and use talents for this field.

How to select talent for the five above-mentioned priority areas?

Different sectors will have different ways of selecting talent.

National leadership and governance

At the national level, the national leadership and governance includes many professions, spread across the country, managing millions of people, many religions, many ethnic groups, and having to be in relations with many countries ... so we need outstanding political talent. No individual and any group can properly appreciate the talented leader of a nation, except for the entire nation.

Therefore, the discovery of talent to take on the work of national leadership and governance requires the widest scale, with human resources having a great influence on the national scale.

Talents in national leadership are outstanding people, with a strategic vision, ability to plan and initiate, persuade, and enforce policies on a national scale.

Talent in national governance is the person who has the ability to turn political ideas into a legal framework, a common code of conduct for everyone, and the ability to propose solutions to achieve management goals.

The fact shows that the parliament (National Assembly) is the place where political outstanding talents appear for two reasons: They are screened from the electoral rounds before becoming National Assembly deputies and their proposals and initiatives persuaded the majority to agree. On the other hand, the operation of heads of government agencies is also a channel for finding outstanding politicians and managers.

 

Of course, the selection of politicians must be followed through many steps, including nominations, selections and open and transparent competitions.

Science and technology

The top priority criterion is professional talent, measured through inventions, and scientific-technological solutions that change the situation. Accordingly, the discovery of talent is based on their science and technology products, verified by scientific logic and the prospect of application of inventions, scientific solutions, or applications that change one or many aspects of social life, reduce the management process, production process or other processes.

The field of economic development

The selection of talent must be based on a combination of many ways. The first is the survival through the process of fierce competition from the practice of law over the economic relations in which they participate in. Therefore, the talent in economic development will decide on their own to choose the leader according to the economic law. It is based on share ownership and shareholder decisions.

For state-owned enterprises, the selection of talent must be based on two decisive factors:

Freedom of candidacy through many question and answer rounds of senior experts on personnel selection, who are not only good at, but completely independent and objective, not under pressure and not affected by any factors. This is a required condition.

Only a talented leader can make a wise decision in the final choice among the talented candidates who have passed many exams. For the non-state economic sector, talent identification must be based on the real efficiency in the production, business and service sectors of traders, and on the contribution of enterprises to the country, creating jobs and the impact of the field of activity in the country's economic structure.

The field of education

In this field, there are two groups of talented people, education managers and teachers. Talents in education management are highly competent people in initiating and proposing national education management policies through proven operational practices. Talents who are teachers are those with creativeness in teaching methods, able to train high-quality students who are successful people and can become talents in all fields of social life. The discovery of talent in this field is based on the undisputed testimony of personal achievement.

The field of culture-art

There are four groups: managerial, creative, skilled, and performing ability. Talents in cultural - art management are those who have the ability to initiate policies, management capacities and are tested in practice with specific results.

Talents in the creation of cultural and artistic works are those who create their own values, reflected in the works they create, and recognized by the public. Talents who are highly skilled in creating cultural and artistic products are those who are capable of handling special circumstances and factors that ordinary people cannot do. Talents in performing cultural - art works are those who have their own ability, create their own values, attract the participation of the community and are rewarded by the community.

Policies to attract talent

Talent attraction policy includes three components:

Firstly, the legal framework creates opportunities that match the capabilities of talent in each particular field, for them to see that the gap between ability and reality is not too far from their own nature.

Secondly, the existing factors of the working environment are attractive enough for them (for example: the environment for policy creation belongs to policy-making bodies; environment for inventions contains equipment for research and testing ...).

Thirdly, "the leader" - the prerequisite factor, because only talented people can identify talents, and talents only follow those who are more talented than them. Only talented people can respect and appreciate them. Therefore, every organization needs to have "leaders", every country needs to have "leaders" to guide the way. "The leader" is the first and most decisive requirement to realize the talents of talents to use them.

Attracting talents who are overseas Vietnamese

It is important to establish the necessary political-legal environment; then the working environment is compatible with the ability of the talent. Without the right environment, talent will not only be able to promote their abilities, but also gradually be lost.

There are areas where potential talent should be encouraged to go abroad for a chance to shine. When the time is right, they know how to serve the country. The important issue here is the "mechanism to win over" their minds toward the homeland, so that when there are any conditions, they promote all their talents to contribute to the country.

The age and scope of talent

Since ancient times, there has been no institution that has established the age of talents as well as limited the selection of talents within a certain framework. Therefore, it is necessary to remove the mechanical regulations on the age of leadership and management for talent and should only select personnel within the scope of the source of planning staff. It is the binding regulations on planning resources and the age of staff that are hindering the attraction and use of talents - a special resource for the cause of national construction and defense today.
