National Assembly to elect current PM as State President for the first time

The Secretary General and Chairman of the Office of the National Assembly Nguyen Hanh Phuc chaired a press conference on the agenda of the 14th National Assembly’s 11th session on March 23.

He said that this time only a number of State leaders will be elected, not all. “The oath is constitutional. When the President, the Prime Minister and the National Assembly Chair are elected, they must be sworn in, that is the principle. The oath can be repeated at the first session of the new National Assembly but it still needs to be done,” he said.

The General Secretary of the National Assembly Nguyen Hanh Phuc also affirmed that the National Assembly will spend seven days for personnel tasks processes cannot be shortened.

Under the regulated process, titles must be exempted first and then new ones are elected. For example, for the title of State President and the current President must be dismissed before the vote for the new President is held.

“The process is very strict. We cannot vote for all titles at a time but vote for each title. The process cannot be shortened,” he said.

He also said that the election of members of the National Assembly Standing Committee is similar. Some standing members must be dismissed before electing new ones.

Regarding the number of personnel to be elected and approved by the National Assembly at this session, Mr. Phuc said that the National Assembly Chair, the State President, the Prime Minister and 25 other titles will be elected.

In addition to the key leadership positions, the National Assembly will also elect the Vice President; a number of Deputy Prime Ministers, the Vice Chair of the National Assembly, and members of the National Assembly Standing Committee and ratify the appointment of a number of Ministers and cabinet members.

Answering media questions about the information released at the 54th session of the National Assembly Standing Committee by the Chairman of the National Assembly Committee for Social Affairs that the National Assembly would elect Prime Minister Nguyen Xuan Phuc as the State President, Mr. Nguyen Hanh Phuc explained that for the first time, the current Prime Minister will be elected as the State President. So in addition to the dismissal of the State President, the Prime Minister will be also dismissed.

If the President is dismissed first and then the Prime Minister is elected as the new President, then the Prime Minister will have to submit himself to the National Assembly for dismissal. Therefore, a question has been raised: "Is it impossible for the Prime Minister to dismiss himself?"

 

So, the President will submit to the National Assembly to dismiss the Prime Minister, then the next steps will proceed.

7 days for personnel tasks

Previously, Deputy Chairman of the National Assembly Office Vu Minh Tuan said at this session, the National Assembly will have about seven days for personnel tasks. After the 13th Party Congress, many key State leaders did not re-elect to the Party Central Committee and the Politburo assigned new tasks to some members of the Politburo, the Secretariat and the Party Central Committee.

National Assembly deputies will spend 2.5 days to discuss the report on the National Assembly’s 14th term and summary reports of the State President, Government, National Assembly Standing Committee, Ethnic Council, the National Assembly’s Committees, Supreme People's Court, Supreme People's Procuracy, and State Audit of Vietnam.

At this session, the National Assembly will consider and decide the number of full-time members of the Hanoi People’s Council for the term 2021-2026 and ratify the Resolution of the 11th session of the 14th National Assembly. The National Assembly will also spend about 0.5 days to consider and approve the amended Law on Drug Prevention and Control.

According to the election results at the 13th Party Congress, nine Government members do not participate in the new Party Central Committee, including: Standing Deputy Prime Minister Truong Hoa Binh, Deputy Prime Minister Trinh Dinh Dung, Defense Minister Ngo Xuan Lich, Minister of Home Affairs Le Vinh Tan, Minister of Agriculture and Rural Development Nguyen Xuan Cuong, Minister of Culture, Sports and Tourism Nguyen Ngoc Thien, Construction Minister Pham Hong Ha, Education and Training Minister Phung Xuan Nha and Minister, and Chairman of the Government Office Mai Tien Dung.

As for the National Assembly Standing Committee, there are 12 members who do not join the new Party Central Committee, including: National Assembly Chairman Nguyen Thi Kim Ngan and 4 Vice National Assembly Chairs - Tong Thi Phong, Phung Quoc Hien, Do Ba Ty, Uong Chu Luu, Chairman of Ethnic Council Ha Ngoc Chien; Secretary General and Chairman of the National Assembly Office Nguyen Hanh Phuc; Committee for Security and Defense Affairs Chairman Vo Trong Viet, Chair of Committee for Science, Technology and Environment Phan Xuan Dung, Chairman of the External Relations Committee Nguyen Van Giau, Head of the Committee for Youth and Children Culture and Education Phan Thanh Binh and Head of the Committee for Deputies’ Affairs Tran Van Tuy.
