Deputy Minister of Foreign Affairs Pham Quang Hieu.

 

Mr. Hieu was promoted to the new position from his previous position as the Assistant to Foreign Minister cum Director-General of the Personnel and Organization Department of the Ministry of Foreign Affairs.

Hieu was born in 1975 in Hanoi. He holds a bachelor's degree of law, a bachelor's degree of English and a master's degree of law. He is a professional diplomat who has worked in many different positions related to international law, multilateral diplomacy, and personnel organization.

He has worked at the Department of International Law and Treaties, Ministry of Foreign Affairs since 1998.

In 2007-2010, he was assigned to be the Secretary of the Ministry's leaders and held other positions at the office of the Ministry of Foreign Affairs. In 2010-2012, he held the position of Deputy Director, Deputy Chief of the Office of the Foreign Ministry.

He was the Counselor and Deputy Head of the Permanent Mission of Vietnam to the United Nations from 2012-2015.

Returning to Vietnam, he was assigned as Deputy Director, Secretary to the Minister of Foreign Affairs.

In May 2016, he was appointed Director, Secretary to the Foreign Minister.

In March 2019, he was appointed Director of the Department of Organization and Personnel and a member of the Civil Affairs Commission of the Ministry of Foreign Affairs’ Party Committee.

In November 2019, he was appointed Assistant to the Foreign Minister cum Head of the Department of Organization and Personnel.
