The consistent viewpoints of the Party and the State on ensuring and promoting human rights have been deeply and thoroughly understood by the Party Committees and authorities at all levels, creating fundamental and positive changes in the entire political system.

After nearly 10 years of implementing Directive No. 44, issued on July 20, 2010 by the Secretariat of the 10th Central Party Committee, the human rights work has achieved important results.

Solid legal basis to protect and enforce human rights

Recently, the Conclusion of the Secretariat of 12th the Central Party Committee on the implementation of Directive No. 44-CT/TW, dated July 20, 2010, of the Secretariat of the 10th Central Party Committee on human rights work in the new situation clearly stated that the institutionalization of the Party's line, the improvement of the legal system, especially the National Assembly’s approval of the 2013 Constitution, have created a solid legal basis for the protection and enforcement of human rights and to prevent and handle violations of human rights.

Along with the change of the economic growth model, the country’s comprehensive achievement in socio-economic fields in 2018 and the initial results of anti-corruption, people's trust on the Party and the State has been enhanced, creating an exciting atmosphere in the whole society.

Vietnam's sustainable development index recently increased by 20 spots, ranking 68th among the total of 157 countries and territories.

Social security is guaranteed. The rate of poor households under multi-dimensional standards has decreased to about 7.2%. The number of people participating in social insurance has reached 13.5 million.

Achievements on national development have created material conditions and resources to respect, ensure and promote the basic rights and freedoms of the people. The material and spiritual life of the people has been clearly improved.

Along with promoting social equality, the enjoyment of human rights of the people in all areas has been significantly enhanced.

These achievements have been recognized by the international community, especially in the field of ensuring and promoting sustainable poverty reduction and the rights of vulnerable groups.

Over 30 years of Doi Moi (renovation), the work of ensuring and promoting human rights has achieved great achievements, which are important for the cause of building socialism and protecting the country.

However, besides the achievement, there is a lot of work to be done, and many issues need the leadership and direction of the Party Committees and authorities at all levels in the coming time to maximize the people's sovereignty, to ensure and promote human rights and citizen rights in order to contribute to the realization of the goal of building a strong country, with wealthy people, a country of democracy, fairness and civilization.

Promote human rights in the time of innovation

According to the conclusion of the Secretariat of the 12th Central Party Committee on the effective implementation of Directive No. 44-CT/TW, the party committees, party organizations, authorities and mass organizations at all levels should focus on performing the following tasks well:

To continue to improve the socialist state, the rule of law state of Vietnam, especially to improve the legal system on human rights under the 2013 Constitution, bringing human rights regulations to life effectively, practically, consistently with the economic, cultural and social conditions of Vietnam and the international treaties that Vietnam has signed.

To attach importance to and further enhance judicial and administrative reforms; expand and strengthen democracy at the grassroots level; to promote strongly the achievements of the country's renovation and development, ensuring better human rights in all fields, especially on sustainable poverty reduction and ensuring the rights of vulnerable groups.

To innovate thinking, proactively promote, expand the scope, diversify the forms and content, enhance and improve the quality and efficiency of information and communication activities, especially information and external communication on Vietnam's human rights achievements; proactively and promptly fight against wrong, distorting and hostile allegations about the human rights situation in the country.

To further promote international cooperation on human rights to promote the implementation of policies and laws on ensuring human rights associated with improving the efficiency of the international integration process.

To promote dialogue to enhance mutual understanding, gradually narrowing the differences between Vietnam and international partners on democracy and human rights; at the same time resolutely defend Vietnam's stance and interests, and effectively prevent activities that abuse democracy and human rights to interfere in the internal affairs of Vietnam.
