The strategies will be divided into two phases, from September 15 to December 31, and 2022, and will consist of three parts: assessment of the situation; goals and solutions; and suggested policies under the authority of the central government and the municipal government.

Specifically, the HCM City Department of Health is assigned to preside over and give advice on strategies and plans for epidemic prevention and control, and social distancing.

The HCM City Department of Labor, War Invalids and Social Affairs is assigned to give advice on strategies and plans on social security.

The HCM City Department of Construction assumes the prime responsibility for, and gives advice, on strategies and plans on improving the quality of housing for workers and resource mobilization.

The HCM City Department of Planning and Investment is assigned to give advice on strategies and plans on economic recovery.

The HCM City Department of Information and Communications has the prime responsibility for, and will coordinate with the Department of Science and Technology, the Department of Home Affairs, the Department of Industry and Trade, and the Department of Transport, in advising on information technology plans and communication plans.

The HCM City Police Agency assumes the prime responsibility and coordinates with the HCM City High Command to advise on strategies and plans on security, social order and safety.

The HCM City Research and Development Institute presides over and advises on strategies and plans for socio-psychological stabilization.

Based on the advice given by these agencies, the Policy Advisory Group is responsible for developing a common plan on the city’s Covid-19 prevention and control and economic recovery after September 15.

At a recent meeting with District 7, HCM City Party Secretary Nguyen Van Nen said that the city could not maintain strict social distancing forever and it must consider gradual reopening, bringing the city back to a new normal state in the time of the epidemic.

HCM City Chairman Phan Van Mai said that the city plans to research and consider a "vaccine green card" for eligible people to participate in activities when the city reopens.
