Accordingly, the main content of the project is to focus on propagating and disseminating the Law on Vietnam Coast Guard to officers, soldiers, staff of ministries, departments, and agencies, ensuring everyone is propagated, grasp the basic contents of the Law on Vietnam Coast Guard.

The High Command of the Coast Guard has deployed the development of a project to propagate and disseminate the Vietnam Coast Guard Law in the period of 2019 - 2022.

The High Command of the Coast Guard is building the project to consolidate, rearrange and restructure the Vietnam Coast Guard Training and Retraining Center in accordance with the order and procedures prescribed by the Ministry of Defense.

The High Command of the Coast Guard aims to complete the consolidation, rearrangement and restructuring of the Vietnam Coast Guard Training and Fostering Center into a human resource training facility to actively serve the development needs of the Vietnam Coast Guard by 2025.

At the 6th session of the 14th National Assembly, on November 19, 2018, the National Assembly passed the Law on Vietnam Coast Guard and the law took effect from July 1, 2019. This is a law of special importance, specifying the activities of the Vietnam Coast Guard.

To ensure the implementation of the Law, the High Command of Coast Guard has researched and developed two decrees; 2 Circulars and 2 Decisions of the Minister of Defense detailing and guiding the implementation of the Law on Vietnam Coast Guard in accordance with the Law on Promulgation of Legal Documents; ensuring progress and quality according to the compilation plan of the Government and the Ministry of Defense.
