There is a fact that in Vietnam, due to the influence of Confucianism that "despises money", many people do not focus on getting rich, but only focus on education, aiming at hoping for promotion. Therefore, it is necessary to change the perception of getting rich, right from general education.
It is important to educate all citizens, especially the young generation, of the rights, responsibilities and obligations to enrich themselves and to enrich the country. How to select talent for the five above-mentioned priority areas?
Different sectors will have different ways of selecting talent.
National leadership and governance
At the national level, the national leadership and governance includes many professions, spread across the country, managing millions of people, many religions, many ethnic groups, and having to be in relations with many countries ... so we need outstanding political talent. No individual and any group can properly appreciate the talented leader of a nation, except for the entire nation.
Therefore, the discovery of talent to take on the work of national leadership and governance requires the widest scale, with human resources having a great influence on the national scale.

The field of culture-art
There are four groups: managerial, creative, skilled, and performing ability. Talents in cultural - art management are those who have the ability to initiate policies, management capacities and are tested in practice with specific results.

Talents who are highly skilled in creating cultural and artistic products are those who are capable of handling special circumstances and factors that ordinary people cannot do.
