Discussing the reports reviewing the State President, Government and NA tenure on March 25, deputy head of Quang Binh NA’s Deputy Delegation Nguyen Ngoc Phuong said after the 13th Party Congress that Quang Binh’s voters have recognized the achievements of the congress, including personnel work.

“The instructions on personnel work restrict the buying and selling of positions of authority and other matters in personnel work,” Phuong said.

Phuong said that Politburo member and Head of the Party Central Organization Commission Pham Minh Chinh at the NA’s sessions praised the achievements in institutional streamlining and asked the NA and the Government to confer the Hero title to organizations and individuals with streamlining accomplishments, and not just commend and reward them.

Phuong said that at the 13th NA session he talked about the fact that after 10 years of streamlining, the workforce did not decrease but even increased by 25 percent.

He emphasised the achievements in streamlining this tenure.

“We need to recognize the contribution and success of Chinh,” he said.

President's excellence as Head of the State

Bui Dang Dung, a NA deputy from Kien Giang, expressed his sympathy towards the State President’s review report.

“This is a special tenure, when the Party Secretary General who is also State President took office as President in mid-tenure, in the context of major events in the world and Vietnam,” he said.

“The Prime Minister compared the country to a ship that has experienced a stormy voyage. This is a lively image of a nation which can overcome all storms and waterfalls. The voters’ confidence and Vietnam’s international prestige has been heightened,” he said.

Deputy Chair of the Vietnam Labor Federation Ngo Duy Hieu said this tenure faced difficulties and challenges but also accomplishments.

Hieu stressed that the President has demonstrated well the role of a State President, the symbol and center of national solidarity.

“You can see that whenever the Party Secretary General and State President Nguyen Phu Trong appears, all people, cadres and Party members feel happy,” Hieu said.

These factors create a consensus and solidarity in the Party and society under difficult conditions, which is important to gain great achievements.

During the tenure, the State President handled external relations well, especially with big countries and international organizations, thus helping stabilize the country’s conditions. Many sensitive and complex issues were solved in a flexible and harmonious way with national interests as a top priority.

Vietnam’s foreign policy spirit is multilateralism. It is willing to be friends with all countries which have good will and which respect Vietnam’s independence and sovereignty.

NA sessions' time shortened

During the tenure, the State President handled external relations well, especially with big countries and international organizations, thus helping stabilize the country’s conditions. Many sensitive and complex issues were solved in a flexible and harmonious way with national interests as a top priority.

An important feature of the NA tenure was "renovating, having ideas for innovations". In building laws, all draft laws must be prepared well and informed in a timely manner. The sessions of the 14th NA were shortened, which saved time and money.

Hieu said the NA continues affirming its role and position, and has produced many reforms. Important matters in life and issues of voters’ concerns were hot topics of discussions at the sessions.

To Thi Bich Chau from HCM City noticed that the NA showed the spirit of practicing thrift and fighting against corruption. When the NA tenure began, the NA Chair asked for "no party, no exchange".

Tran Thi Hang from Bac Ninh said she has been impressed by the supervision which has been more professional.

“Voters highly appreciate the 'quick questioning, quick answering'. The number of deputies raising questions was higher and ministers needed to give direct and short answers,” she said, adding that many issues of voters’ concerns have been put into discussion at parliament.

“At meetings with voters, we realized that voters were satisfied about this,” she said.

PM talks the talk, walks the walk

Commenting about the Government tenure, Hieu noted that there have been serious innovations in management, thus creating a basis for the whole system. The Government observes, cares and listens to businesses and the people so as to set up reasonable policies.

“The Government is quick in approaching and settling problems and finding solutions. Dealing with Covid-19 is an example,” Hieu said.

Politburo member and head of the Central Economic Committee Tran Tuan Anh, NA Deputy from Quang Ngai, said the Party and Government’s have been pursuing innovation consistently.

“These are key factors that help us deeply integrate into the world in the context of sudden global upheavals,” he said.

Anh noted the Government’s report put emphasis on proactivity and creativity in improving the efficiency of external relations and international integration.

The Covid-19 pandemic in 2020 caused minus growth rates to large economies. Only a few countries, including Vietnam, had a positive growth rate last year. The growth allowed Vietnam to maintain production momentum, preserve markets for farmers and businesses, and increase the resilience of the economy.

Dinh Duy Vuot from Gia Lai noted the mat the PM promised when taking office that he would build a tectonic, upright, active and disciplined government, and said the PM had done what he promised.

“The head of the government has inspired localities with the spirit of ‘daring to think, daring to do and daring to take responsibility’. The establishment of the PM’s taskforce in charge of supervising and urging ministries and branches to implement their tasks has really brought effects."
