Presenting the draft working report for the 14th National Assembly on March 24, National Assembly Chairwoman Nguyen Thi Kim Ngan outlined many achievements of the National Assembly during the term.

Specifically, the 14th National Assembly focused on issuing many legal documents to promptly institutionalize the Party's guidelines and bring the 2013 Constitution into life, affirming an important role in building and perfecting the institutions of the Socialist State of Vietnam.

In the past term, with 72 laws, two ordinances and many resolutions passed, a legal basis for renovation, improving the effectiveness and efficiency of the state apparatus has been created, promoting democracy and the people's mastership.

The National Assembly Chair said that the task of supervision was focused, the content of supervision covered most of the fields, with increasingly improved effectiveness and efficiency, achieving many important results, which was highly appreciated by the voters and the people.

The Q&A sessions continued to be reformed in order to increase the number of National Assembly deputies participating in Q&A, the quality of questions and answers, creating an exciting atmosphere, attracting the special attention of National Assembly deputies, voters and people nationwide.

The National Assembly twice reviewed the implementation of the National Assembly's resolutions on topical supervision and questioning since the beginning of the term, demonstrating the attitude and responsibility of the National Assembly in dealing with the supervised issues.

The organization of vote of confidence for the positions elected or approved by the National Assembly was taken seriously, contributing to promote democracy in the operation of elected bodies as well as in social life.

The National Assembly considered and made many important decisions, which had a great impact on socio-economic life, and the development of mountainous areas where ethnic minorities live, associated with the task of ensuring national defense, security and foreign affairs.

Specifically, the National Assembly decided to invest in projects and works of national importance such as the construction of a number of expressway sections on the east of the North-South highway in 2017-2020, elements of projects of the Long Thanh international airport project, and decided to stop investment on the nuclear power projects in Ninh Thuan province.

External activities of the National Assembly were implemented effectively, making an important contribution to the overall success of the external affairs of the Party and State, contributing to maintaining a peaceful and stable environment for the construction, protection and development of the country, enhancing Vietnam's position in the international arena.

However, she also pointed out a number of limitations during the term such as the law and ordinance building program that had to be adjusted; a number of projects and drafts included in the agenda, with unclear policies; some content of the Q&A session that did not focus on major issues related to institutions, macro policies, responsibilities of ministries, state agencies…

The National Assembly Chair mentioned six lessons learned from the past five years of practice: grasping the idea of taking the people as the foundation, being close to the people, understanding the people, respecting the people; listening to the people, serving the people as the requirement for the operation of the National Assembly, its subsidiaries and each National Assembly representative in order to fulfill the responsibilities entrusted by the people.

According to Ms. Ngan, looking back on the past five years, under the leadership of the Party, despite any difficult circumstances, the National Assembly always upheld the spirit of responsibility and exerted efforts to successfully completing the task.

“The 14th term of the National Assembly has been successful with quite comprehensive results in all areas from legislation, supervision and making decision on important issues of the country to parliamentary diplomacy, which has contributed to overcoming difficulties, creating positive and strong changes in socio-economic life, national defense, security, and foreign affairs, improving and enhancing people's lives, making great contributions to extremely meaningful achievements of the nearly 35 year cause of reform, enriching the glorious 75-year tradition of the National Assembly,” Ms. Ngan said.

“Each member of the National Assembly has the right to be proud of those achievements as well as their non-stop efforts and dedication. The greatest achievement and honor for our National Assembly deputies is the recognition, trust, sharing, and support, and throughout companionship of the voters and people in all activities of the National Assembly," she added.

On behalf of the National Assembly, she expressed her sincere and deepest gratitude to people and voters across the country for their trust on the National Assembly and National Assembly delegates; the State President, the Government, the Central Committee of the Vietnam Fatherland Front, the Supreme People's Court, the Supreme People's Procuracy, and relevant agencies and organizations for their coordination and joint responsibility as well as the cooperation and help of international friends and the conscientiousness and dedication of the advisory and assisting apparatus.

Ms. Ngan believed that the achievements along with precious traditions of the 75 years of the National Assembly will create an important and solid foundation for the 15th National Assembly and the next terms to continue to inherit, promote and grow, with innovations, better implementation of assigned functions, tasks and powers, to deserve being the highest representative body of the people, the highest body of state power in Vietnam.

 

On March 31, 2016, the National Assembly voted to elect Ms. Nguyen Thi Kim Ngan as the National Assembly Chair.

Ms. Ngan was the first National Assembly Chairwoman in the history of the National Assembly of Vietnam.

Born in 1954 in Chau Hoa commune, Giong Trom district, Ben Tre province, she has a master's degree in economics, finance and credit, and a bachelor degree in politics.

Among Vietnamese female politicians, Ms. Ngan emerged with sharp, strong, and decisive features but was always graceful and charming.

Before being elected as National Assembly Chair, Ms. Ngan held many positions from local to central level, covering various fields from economics-finance, to trade to labor, war invalids and social affairs.
