The remaining 12 members are representatives of the Department of Secondary Education under the Ministry of Education and Training; the Departments of Finance - Planning, IT, Science and Technology and Information Security of the Ministry of Information and Communications; Military Technical Academy, People's Security Academy; FPT University; Duy Tan University; VNPT; BKAV; and Viettel Cyber Security.

The Department of Information Security, Ministry of Information and Communications, is the standing body of the Executive Board, responsible for assisting and organizing activities of the executive board, implementing general activities of the project on training and developing human resources. human resources for information security.

This project, approved in early January by the Prime Minister, aims to train and develop information security human resources to realize the vision of turning Vietnam into a powerhouse in information security, contributing to the successful implementation of the National Digital Transformation Program, developing e-Government towards digital government, digital economy and digital society and improving Vietnam's international reputation and ranking on information security as assessed by the International Telecommunication Union.

The project sets specific goals such as: organizing 6,000 short-term training sessions on information security knowledge and skills for civil servants, public employees and employees who use IT equipment while working at agencies and organizations of the Party and State, socio-political organizations, businesses and economic organizations of the State; selecting and training 200 information security experts to protect information systems of the Party and State; sending 150 lecturers and researchers abroad for training in information security, including at least 70 PhDs, 5,000 master degree holders, engineers and bachelor degree holders in information security...

Vietnam's Global Cybersecurity Index (GCI) has increased in recent years, from 100th in 2016 to 50th in 2018 and currently 25th in the world, 7th in the Asia-Pacific region, and 4th in Southeast Asia.
