The ministry has proposed two options for the resumption of domestic flights. In the first option, the resumption of flights will be done in four phases with airlines operate at half of the average flight frequency in the first 10 days of April this year in the first phase. The ratio will be raised to 70 percent in the second phase. All flights must keep middle seats empty during the first and second phases.

In the third phase, flight frequency is still kept at 70 percent but all seats on flights can be filled, and the fourth phase will see capacity return to normal.

For new routes and those with a frequency of one flight per day, airlines can operate with a frequency of one flight a day and seating distancing should be followed in the first, second and third phases.

Under the second option, the flight frequency of each airline does not exceed 50 and 70 percent in comparison with the average frequency in the first ten days of April of that airline during the first and second phases, respectively, and passengers must be arranged to sit next to empty seats. In the third phase, the frequency cannot exceed the average frequency in the first ten days of April but seat distancing is removed. Normal operation will be resumed in the fourth phase.

The CAAV will decide to apply one of the above-mentioned proposals based on the COVID-19 situation in localities and a consensus reached with the People’s Committee of provinces that house the airports./.
