At a recent government press conference, Major General To An Xo, Chief of the Office and spokesman of the Ministry of Public Security, released more information related to the arrest of former Hanoi Mayor Nguyen Duc Chung.

Earlier, on August 28, the Ministry of Public Security's Investigation Agency issued a decision to prosecute and arrest Chung for four months on the act of appropriation of secret State documents, including documents related to the Nhat Cuong Mobile case, under Article 337 of the 2015 Penal Code.
Chung was also involved in the case on "violation of the regulations on the management and use of State property, causing loss and waste" and a number of other cases related to Nhat Cuong.
Regarding Nhat Cuong's case, Major General To An Xo said that the Ministry of Public Security has prosecuted 28 defendants on four charges: smuggling , violation of accounting regulations causing serious consequences, money laundering, violation of bidding regulations causing serious consequences. Of these 28 defendants, Nhat Cuong Mobile’s boss Bui Quang Huy was charged with all four charges, but he is on the run and is wanted.
Huy used Nhat Cuong's legal status to smuggle 260,000 mobile phones and other devices, earning an illegal profit of VND236 billion. He set up books to hide criminal acts and committed tax evasion of about VND30 billion.
"During the investigation, investigators found violations related to a digital bidding package of the Hanoi Department of Planning and Investment, that caused a loss of VND19.8 billion. This case partly involved Mr. Nguyen Duc Chung’s responsibility," Xo said.
Regarding violations in the project to treat pollution in Hanoi’s lakes by Redoxy-3C, the police official said that the German partner - Nordic Water - produced this chemical exclusively for Hanoi on the basis of studying the characteristics of Hanoi’s rivers and lakes. “If Hanoi authorities directly signed a contract with this company, it would have been normal. But the city inked the deal through another firm, causing a loss of about VND41 billion to the state budget," said Xo.
As Hanoi Chairman, Chung must be responsible for his part. His responsibility will be clarified by the investigative agency, the police official said.
Chung was born in 1967 in Hai Duong province. Before becoming the chair of the Hanoi People’s Committee in 2015, Chung served in many positions in Hanoi's public security force, including deputy head and then head of the Criminal Police Department, deputy director of the Hanoi Police and head of the investigation agency of the Hanoi Police. He was awarded the title of Hero of the Armed Forces at the age of 37 (2004) and was promoted to Major General on July 13, 2013, at the age of 46, becoming the youngest Major General of the police at the time of his promotion. In September 2012, he was appointed the director of the Hanoi Police when holding the rank of colonel. Chung took office as the chair of Hanoi Police Director in 2012-2016, during which he directed the investigation of many cases. In September 2014, he successfully persuaded the person who took a hostage in Thanh Xuan district. In November 2011, when he was deputy director of the Hanoi Police, he successfully instructed relevant units to discover the case in which a criminal posed as a doctor to kidnap a newborn at the Central Obstetrics and Gynaecology Hospital. Chung was elected as Deputy Secretary of the Hanoi Party Committee for the 2015-2020 tenure at the 16th City Party Congress. At the meeting of the Hanoi People's Council in December 2015, he was elected Chairman of the People's Committee of Hanoi.
