There are two highway sections going through Ninh Binh province. The problems in site clearance now only exist in the Mai Son – Highway 45 project which kicked off in 2020.
A provincial authorities’ report showed that msite clearance work has been fulfilled on 9.8 kilometer out of 14.35 kilometers (68.36 percent). The problems remain unsold in areas belonging to Tam Diep City (4.5 kilometer) and Hoa Lu district.
However, the more concerning problem of the Mai Son – Highway 45 project is the lack of earth.
There is an earth mine at Giang Hill which has licensed reserves of 900,000 cubic meters. However, contractors and investors have found that the actual reserves are much smaller.
The contractors have proposed using new materials, soil and rockbat the Nui Voi mine in Dong Son commune of Tam Diep City. However, the mine is 12 kilometers away, so the transport cost would be higher.
Thanh Hoa licenses more mines
As a province with three expressway sections (Mai Son – Highway 45, Highway 45 – Nghi Son and Nghi Son – Dien Chau) with total length of 98.5 kilometers, Thanh Hoa still has 7.4 kilometers of uncleared land.
Regarding the materials for the projects, Pham Van Hoanh from the Thanh Hoa Department of Natural Resources and the Environment said the province needs 2 million cubic meters of rock, 11.7 cubic meters of earth and 600,000 cubic meters of sand. It now still lacks 7 million cubic meters of earth and 600,000 cubic meters of sand.
The provincial authorities have instructed departments to check the mines under the development program and list the mines not mentioned so as to ensure the implementation of the projects.
“If 16 earth mines and eight quarries are licensed soon, there will be sufficient materials for the projects,” Hoanh said.
Nghe An faces shortage
There are two expressway sections going through Nghe An, including Nghi Son – Dien Chau and Dien Chau – Bai Voi with the total length of 87.84 kilometers.
The Nghe An Steering Committee on Site Clearance reports that 0.8 kilometer of agriculture land, 0.9km of non-resettlement residential land and 2.1km of resettlement land have not been cleared because households have complaints about the compensation prices.
Meanwhile, the 220 KV transmission line and 250 out of 280 graves have not been removed.
Regarding the material supply, local authorities have received the proposals to bid on 30 earth mines with total reserves of 45 million cubic meters.
