The three people included Trieu Thi Chinh and Pham Van Khuong, deputy directors of the Ha Giang Department of Education and Training, and Le Thi Dung, an official with the Internal Political Guard under the Ha Giang Police.

An initial investigation of the Ha Giang Police showed that Chính, 51, was head of the jury of the Ha Giang national high school exam last year, and directly operated the team that gives marks to multiple-choice tests. She was charged with abusing her position and power to influence other people for personal gain.
Pham Van Khuong, 60, and Le Thi Dung, 50, who were also connected to the case, were charged with abusing their position and power to influence other people for personal gain.
Colonel Le Van Canh, spokesman for the Ha Giang Police, said that the three accused people would not be allowed to leave their residential areas.
Last year, on July 23, the Ha Giang Police launched legal proceedings against and detained Nguyen Thanh Hoai, 50, head of testing and quality assurance under the provincial education department, for abusing his power and duties to manipulate exam results.
Hoai allegedly colluded with his deputy Vu Trong Luong, 41, who was detained on July 20 last year for adjusting scores on 330 test papers belonging to 114 candidates in less than one day while operating a computer that stored exam results.
Hoai gave Luong the key of the room which stored exam tests.
After the Ministry of Education and Training revealed the answers to the exam tests, Luong adjusted the exam test results and raised marks on 330 test papers.
The changed marks were different from the initial marks by one to 29.95 marks.
The investigation is continuing.
