Dr. Nguyen Thi Thu Thuy, Deputy Director of the Higher Education Department (Ministry of Education and Training), spoke about the targets at a recent seminar on Project 89 on improving the capacity of lecturers and managers of higher education institutions to meet the requirements of comprehensive innovation of education and training in the 2019–2030 period.

Dr. Thuy said that the Ministry of Education and Training has developed a plan to study, review and develop the necessary regulations to implement Project 89.

To do so, the education sector must achieve the following objectives: train at the doctoral level for 10% of university lecturers; train more than 80% of lecturers majoring in the culture, arts, physical training and sports sectors to have a master's degree; foster university administration skills for managers of higher education institutions and foster a number of skills such as foreign languages, informatics, teaching methods for 100% of lecturers, and attract 1,500 scientists and people with doctoral degrees to work in higher education institutions in Vietnam.

As for the training of teachers at higher education institutions, statistics of the Ministry of Education and Training show that there are currently over 73,000 university lecturers, of whom 28.8% hold doctoral degrees.

In order to achieve the objectives under Project 89, Dr. Thuy said that in the next 10 years, Vietnam's higher education needs to train about 7,300 lecturers with doctoral degrees and more than 300 lecturers majoring in culture, arts, physical training and sports with master degrees.

To perform this task, Dr. Thuy said that higher education institutions play a key role in the entire process of recruiting and sending lecturers to train, managing funding, and monitoring the training process and the lecturers after their training.

The Ministry of Education and Training is compiling a draft circular guiding the implementation of training for masters and doctoral degrees according to Decision No. 89/QD-TTg.

On January 18, 2019, the Prime Minister issued Decision No. 89/ D-TTg on approving Project 89. This is an extremely important policy to create learning opportunities to improve the qualifications and capabilities of lecturers and educational administrators in higher education institutions.
