Major General Tran Thuy, Deputy Director of Hanoi Police Agency, also said that the investigation results of the ten defendants had been reported to the Hanoi Party Committee, at the request of Hanoi Party Secretary Pham Quang Nghi.

On August 7, Hanoi police conducted prosecution against the case of abusing positions and powers of duty in Hoai Duc Hospital. Major General Nguyen Duc Chung, Director of Hanoi Police, said the investigation agency determined that from July 2012 to May 2013, the laboratory of Hoai Duc Hospital gave more than 2,200 testing results to patients, of which 1,149 hematological testing results were similar.

Specifically, there are 10 cases where three patients received similar testing results, 41 cases in which two patients had the same testing results and 1,037 cases in which two patients shared the same testing results.

These are blood tests for outpatients who have health insurance. They copied the blood test results for the purpose of taking health insurance money to the hospital for general use and personal purposes. The Hoai Duc Hospital was paid VND60 million ($3,000) for these tests, by the health insurance agency.

On August 14, in his inauguration speech, the new Chief of the Hanoi Internal Affairs Committee – Mr. Nguyen Quang Huy - said the case in Hoai Duc Hospital will be one of the priorities of the committee and the agency would cooperate with the police to handle it.
