The National Assembly Standing Committee has officially issued a resolution on the proposed number, structure, and composition of deputies for the 16th legislature.

The total number of deputies in the 16th National Assembly will be 500.

Among these, 217 deputies (43.4%) will come from central government agencies, and 283 (56.6%) from localities.

Central-level deputies will be allocated to various institutions and organizations as follows: 10 deputies (2%) from Party bodies; 3 (0.6%) from the Office of the President; 145 (29%) as full-time National Assembly deputies based at central institutions; and 15 (3%) from the Government and its affiliated agencies.

The Ministry of National Defense, including the Minister, central agencies, military zones, and army branches, will have 13 deputies (2.6%).

The Ministry of Public Security, including the Minister, will have 3 deputies (0.6%).

The Supreme People’s Court, Supreme People’s Procuracy, and State Audit Office will each have 1 deputy (0.2%).

The Vietnam Fatherland Front will have 25 deputies (5%).

Local-level representation is divided into two categories: "guided structure" (179 deputies, 35.8%) and "recommended structure" (104 deputies, 20.8%).

The guided structure includes key provincial leaders, full-time local deputies, representatives of the Vietnam Fatherland Front, religious groups, the military, police, judiciary, local justice departments, research institutes, universities, and business or labor sectors.

The recommended structure is more flexible and includes representatives from science and technology, finance, education, health, arts and culture, grassroots administration, internal affairs, intellectuals, and independents.

The resolution emphasizes attention to a balanced composition of female candidates, non-Party members, ethnic minorities, young candidates, and self-nominated individuals.

Specifically, about 80-90 deputies (16-18%) are expected to be Party Central Committee members, of whom 12-14 will be from the Politburo and Secretariat.

Non-Party members are expected to account for 25-50 deputies (5-10%).

Young deputies (under 40 years old) will total around 50 (10%), and returning deputies about 160 (32%).

Ethnic minority representation must be at least 18% of the official candidate list.

Special attention will be paid to ensuring participation from smaller ethnic groups that have not yet had National Assembly representation.

Female candidates must comprise at least 35% of the official list.

As for local representation, each province or city must have at least 4 deputies who reside and work locally.

Additional deputies are allocated based on population and specific characteristics of each locality, ensuring a total of 500 deputies nationwide.

Each province or city will have no fewer than 7 deputies in total.

The allocation of central-level candidates to local constituencies will follow this principle:

Delegations with 7-10 deputies: 3-4 from the central level
11-15 deputies: 5-6 central deputies
16-17 deputies: 7-8 central deputies
18-19 deputies: 8-9 central deputies
21 deputies: 9-10 central deputies
32-38 deputies: 15-17 central deputies
