Delegates will review and adopt key documents and elect the 14th Central Committee, which will lead the Party and the country into the next term.
The Central Commission for Information and Education and the Central Commission for Mass Mobilization have confirmed that, at its 13th plenary session, the 13th Party Central Committee thoroughly discussed and reached a high level of consensus on major agenda items, especially those related to the preparation of the 14th National Congress.
A critically important task
Regarding personnel matters, based on the nominations submitted by Party committees and organizations at all levels, along with assessments, verifications, and recommendations from relevant agencies, the Politburo conducted comprehensive evaluations and finalized a list of candidates in accordance with Party regulations.
The Politburo also conducted internal votes for nominees to the 14th Central Inspection Commission, including both reappointments and new members.
A report outlining personnel nominations for the 14th Central Committee and the Central Inspection Commission was presented to the Central Committee for feedback and approval, following formal voting procedures in accordance with Party rules.
This personnel work is considered “critically important” and “the key of all keys” in ensuring the success of the 14th Congress and shaping the nation’s path of development in the years ahead.
Candidate selection must be based on criteria such as qualifications, structure, and required numbers, in line with the direction for personnel planning set out for the 14th Congress and related regulations.
The process must ensure close oversight from the Central Committee, the Politburo, the Party Secretariat, the Personnel Subcommittee, and the General Secretary, who heads the Personnel Subcommittee for the 14th Congress.
It must also be closely linked with plans for assigning and nominating personnel for leadership positions across Party, State, and socio-political organizations at all levels for the 2026-2031 term.
Facing the truth, defining the future
The 14th Congress will review and adopt four major reports: the Political Report, the Summary Report on 40 years of implementing socialist-oriented reforms, the Report on 15 years of enforcing the Party Charter, and the Self-Assessment Report of the 13th Central Committee's leadership and guidance.
It will also vote on personnel matters and elect the 14th Central Committee in accordance with the Election Regulations specific to Party Congress 14.
The Central Committee has underscored the importance of enforcing these election and working regulations to ensure the Congress runs smoothly and effectively.
Drafts of the working regulations and election regulations have been reviewed and revised by the Central Committee to reflect both Party Charter requirements and practical needs.
These regulations are designed to prevent and strictly handle any misconduct or violations that may arise.
The working regulations include six chapters and 16 articles, retaining the structure of the 13th Congress while incorporating revisions and updates.
The election regulations comprise five chapters and 24 articles, inheriting 18 articles from the previous Congress and modifying six for improved alignment with current realities.
The Central Committee assigned the Politburo to finalize these drafts based on the most recent feedback and submit them for formal approval at the Congress.
A renewed vision for national development
The Central Committee assessed that the draft documents for the 14th Congress have been prepared meticulously and updated several times, especially following feedback from the 11th and 12th Central Committee plenums.
The structure and content of the drafts reflect significant innovations.
They embody a spirit of confronting reality, offering objective assessments of Vietnam’s progress, and laying out guiding principles, strategic objectives, development orientations, and breakthrough solutions for the next phase of growth.
