VietNamNet Bridge - Thanks to the first grant of VND15 million ($700), monthly allowance of VND1.5 million ($70), leasing apartments at cheap prices and the promotion opportunities, the central city of Da Nang has attracted more than 1,000 qualified civil servants over the last 15 years.
The Da Nang Department of Home Affairs has said that after 15 years, the city has attracted more than 1,000 college degree or higher degree holders, including 696 women. These public servants mainly work in the social, healthcare and education fields.
In addition to steady work in the city’s agencies, public servants who are employed under the talent-drawing policy also enjoy preferences such as a grant of VND15 million, monthly allowances of VND1.5 million, cheap rental apartments and the opportunities for advancement.
Surveys showed that 90 percent of the pubic servants of this kind meet and exceed expectation. Every five people of this subject have been appointed as deputy chiefs or higher. Many people are appointed as the director and chief of state departments. Of the 206 people who were appointed as officials, 48 percent were female.
"The talent-drawing policy has helped rejuvenate Da Nang’s state personnel,” said Director of the Interior Department - Dang Cong Ngu.
The Head of the Organization Department of the Da Nang Party Committee – Mr. Bui Van Tieng - said that to create truly effectiveness from attracting talents, the city cannot wait for the come of the talent but it must actively seek for the talent and have high-quality personnel training programs.
"In my opinion, it is necessary to create conditions for excellent people and also eliminate those who are not good. Excellent people who are not the subject of the talent-drawing program should have equal remuneration, to avoid envy at work," said Tieng.
Dr. Nguyen Quoc Tuan from the Da Nang University of Economics said that it is more important to retain talented people.
