At the conference, held on March 27, member of the Politburo and Head of the Party Central Committee’s Organizing Commission Pham Minh Chinh outlined the results of the party building work of the 12th term, with impressive statistics.

Mr. Chinh cited data from the Ministry of Finance, which shows that the state budget estimate in 2020 decreased by over VND5 trillion, associated with the downsizing of payroll and rearrangement of the state apparatus.

"The country's recurrent expenditure projects in 2020 were worth more than VND100,000,000 billion, accounting for 60.5% of the total state budget expenditure, down 0.7% compared to 2019, equivalent to over VND57 trillion," he said. This figure still ensured the increase of base salary of 7% per year and was lower than the 2016-2020 plan (below 64%).

Regarding personnel task, from the beginning of the term to September 30, 2020, the Party Central Committee rotated and appointed 33 official and six alternate members of the Party Central Committee to be Party Secretaries of provinces and cities; two official three alternate members of the Party Central Committee appointed as Deputy Party Secretaries of provinces and cities.

During the term, 30 official and three alternate members of the Party Central Committee were appointed ministers and to ministerial-level positions; 11 official and 2 alternate members of the Party Central Committee were appointed as deputy ministers and to similar positions.

Provincial and municipal Party Committees rotated 1,003 officials from provincial-level to district-level agencies and 888 officials from district-level to provincial-level agencies; 5,202 officials from district-level to commune-level and 2,753 officials from commune-level to district-level agencies.

"In general, the officials who were rotated met the requirements of assigned tasks and affirmed their leadership and management capacities through specific results," he said.

Mr. Chinh said that the Politburo had directed a self-inspection campaign and reviewed the personnel work in the entire political system. Accordingly, 86/128 (67.2%) of localities and agencies had some cases in which the officials who were promoted did not meet the required conditions and standards or there were violations related to the promotion process and procedures. In the whole country, there were nearly 56,000 cases of promotions of officials who failed to meet standards, accounting for 2.56%, and over 2,800 cases violating the promotion process and procedures, accounting for 0.13% of the total inspected cases.

As for the evaluation of political standards of personnel for the 13th Party Congress, the Politburo and the Party Central committee’s Secretariat directed eight agencies to participate in the appraisal. There were some cases evaluated by 18 agencies.

According to Mr. Chinh, during the 12th term, nearly 265,000 Party organizations with a total of over 1 million party members were inspected. Thus, one out of 5 party members was inspected. As many as 1,329 party organizations and 70,000 party members were disciplined.

The fight against corruption during the term was effective, Mr. Chinh said. Corruption has been gradually curbed or prevented and has tended to decrease, while there was an increase in the recovery of assets from corruption cases.

The Head of the Central Organizing Commission emphasized the study, consideration and promulgation of the mechanism to encourage and protect those who dare to think, dare to do, and are creative and dynamic for the common good.

 

Three key missions:

- To effectively prevent and repel degradation of political ideology, morality, lifestyle, "self-evolving" and "self-transforming" expressions associated with accelerating the study and follow Ho Chi Minh's ideology, morality and style and implement the rules of responsibility to set an example.
- Strongly renovate and improve the quality and efficiency of personnel work; focus on building a contingent of cadres at all levels, especially at strategic levels, heads of agencies at all levels who are qualified in term of capacity and prestige with the assigned tasks.
- Continue to innovate, consolidate and step by step perfect the organizational apparatus of the political system, improve the effectiveness and efficiency of operations in association with quality improvement and restructuring the contingent of cadres and civil servants, public officers.

Three breakthrough solutions:

- Continue to improve the institution of Party building, building the political system, especially the organization and personnel work.
- Promote democracy, tighten discipline in parallel with creating an environment for innovation in personnel work and building a contingent of cadres.
- Resolutely fight against corruption, wasteness, negativity, bureaucracy; promote decentralization in parallel with strengthening inspection, supervision and strict control of power.
