On April 8, Minister of Home Affairs Pham Thi Thanh Tra submitted to the government the draft resolution of the National Assembly Standing Committee on the rearrangement of administrative units at district and communal levels in 2023-2030.
The Ministry of Home Affairs (MHA) aims to complete the rearrangement of administrative units at district and communal levels that have both the criteria for natural area and population scale below 70 percent of the regulated level.
The administrative units at district level which have a natural area below 20 percent and population below 200 percent of regulated levels; and administrative units at communal level which have a natural area below 20 percent and population scale below 300 percent of regulated levels are subject to rearrangement and merger in the next three years.
MHA also plans to complete the arrangement of the remaining administrative units at district and communal levels that meet the criteria of natural area and population scale below 100 percent of regulated levels; administrative units at district level with criteria of natural area below 30 percent and population scale below 200 percent of regulated levels; and administrative units at communal levels which have natural area below 30 percent and population below 300 percent of regulated levels.
According to MHA, after the rearrangement of administrative units at communal and district levels in 2019-2021, eight districts and 563 communes were reduced. However, most of the administrative units still cannot satisfy the requirements in natural areas and population scale.
Of the current 705 administrative units at district level, compared with the regulations in natural area and population scale, only 127 units (18.01 percent) can satisfy both requirements.
There are 382 units (54.18 percent) that have met one criterion at a 100 percent level and one criterion at less than 100 percent level; 196 units (27.8 percent) have less than 100 percent on both criteria; 89 units (12.62 percent) have one criterion not meeting 100 percent and one criterion meeting less than 50 percent; 92 units (13.05 percent) have both criteria meeting less than 80 percent.
As many as 52 units (7.38 percent) have both criteria meeting less than 70 percent, subject to rearrangement and merger in 2023-2025.
There are 19 units (2.7 percent) with both criteria meeting less than 60 percent; 453 units (64.26 percent) with both criteria meeting 50 percent or higher; and eight units (1.13 percent) with both criteria meeting less than 50 percent.
Of the 10,599 units at communal level, only 2,438 units (23 percent) can meet criteria at a 100 percent level.
