This decision, issued to mark Vietnam's National Day (September 2, 2024) and the 70th anniversary of Hanoi's Liberation (October 10, 1954 – October 10, 2024), granted amnesty to 3,763 prisoners nationwide. Of these, 66 inmates from Hanoi's detention centers and temporary facilities were pardoned.

These individuals demonstrated genuine remorse, commitment to reform, and progress in labor and education during their sentences, earning collective evaluations from fellow inmates.

Following the announcement of the amnesty decision by the President, Hanoi's detention centers and temporary facilities completed procedures for the pardoned individuals.

They were provided with financial support, new clothing, and transportation back to their registered residences.

The Hanoi Police Department implemented the amnesty decision with a commitment to legal compliance, ensuring democracy, objectivity, fairness, transparency, and strict adherence to criteria and conditions without errors or misconduct.

The amnesty reflects the Party’s and State’s lenient policies and Vietnam's humanitarian tradition, offering second chances to those who have repented and reformed.

It also motivates inmates who were not granted amnesty to continue striving for personal reform to qualify for future leniency.

The 2024 amnesty is the third under the 2018 Amnesty Law. Historically, Vietnam has conducted nearly 40 amnesty rounds, granting early release to tens of thousands of inmates, enabling them to reunite with their families and communities.

Most of the pardoned individuals have successfully reintegrated into society, stabilized their lives, and maintained a low recidivism rate.
