The first training course under the program on heightening awareness and compliance with the law on personal information protection was launched several days ago.

The government’s Decree 13 on personal information protection took effect on July 1, 2023. It contains strict regulations on data protection and information on the responsibilities of agencies, organizations and individuals.

The decree sets a legal framework for effective personal data protection, thus minimizing the risks and consequences of data breaches, strengthening the legal framework, and regulating activities in cyberspace.

The decree not only helps businesses protect themselves and their clients, but also helps them operate in a way that fits regulations, principles and standards when they provide services in the international market. 

Despite clear regulations, many organizations and enterprises, including those involved in electronic transactions, do not fully observe the new regulations because they are not fully aware of it or have faced obstacles during the implementation of the law.

Ngo Tuan Anh, CEO of SCS, said ensuring security and system safety is a top priority. 

He cited statistics as saying that over the last two years, the personal data volume that have been illegally connected and traded has reached 1,300GB. 

However, he believes this is just the tip of the iceberg, because many cases could not be discovered.

Anh said the major reason behind data leakage cases is cyberattacks, as data is a valuable asset and criminals want to exploit it. Data can be exposed because of unreasonable behavior of individuals who have the right to access information systems.

Cyberattacks can bring serious consequences, including adverse effects to businesses and organizations’ brands, financial losses, operation stagnation, and possible legal problems.

A survey by SCS found that 80 percent of units did not fully comply with regulations in Decree 13 on personal data protection.

“The biggest reason is that they lack policies on privacy,” Anh said.

Pham Huy Hoang, Director of Edtech under the Hanoi University of Science and Technology (HUST), said that the training course on complying with Decree 13 has caught attention from the public and many trainees. It is expected that the training courses under the program will be organized on daotao.ai, the open mass online education platform developed by HUST.
