VietNamNet Bridge – Participants at the eighth plenum of the Communist Party of Viet Nam Central Committee (CPV CC) concluded their 10-day meeting in the capital city yesterday (Oct 9) with the adoption of a resolution.

All members of the Central Committee agreed that the nation's biggest achievements in the last three years were successful inflation control and the basic stabilisation of the macro economy.

 

 

The document covered four major topics: stabilising the macro economy and controlling inflation, amendments to the 1992 Constitution, comprehensive reform of education and training and national defence.

From the resolution: "The inflation rate dropped to 7 per cent in 2013 from 18.13 per cent in 2011. Financial institutions' and credit organisations' activities were stabilised.

As a result, the interest rate gradually went down while the foreign currency reserve and foreign exchange rates were stable. In 2010 the import surplus accounted for almost 20 per cent of the export turnover; in 2013 it dropped to 0.4 per cent.

Public debt, government debt and the sovereign debt were in the safety margin.

In the past three years, on average, the national Gross Domestic Product (GDP) rose 5.6 per cent annually. For 2013, the GDP is expected to be about 5.4 per cent, higher than 2012."

Despite these successes, the Party Central Committee members agreed on the imperative to exert further efforts in the remaining two years of the 11th tenure of the Party Central Committee (2014-15) to continue to stabilise the macro economy and control inflation.

Macro economic stabilisation and inflation control are the most important tasks for 2014, in addition to trying to help enterprises overcome difficulties and challenges to restore production.

The Party Central Committee also agreed that ensuring social welfare and security for the people were important tasks of the Party and government.

Other key tasks include protection of national resources and the environment as well as the adoption of a pro-active policy on climate change.

Participants also resolved to promote the ongoing administrative reform and the fight against corruption and waste.

They agreed that thorough reform of education and training was of great importance and such reform should focus on major and urgent issues, both theoretical and concrete.

"It is important to reform every level from the party leadership and state management to the grass roots education and training departments and institutions. The reform must take place in all the education and training sector, from the central to the grass roots levels.

The current comprehensive reform this time continues the best lessons learned from the past while introducing new ideas to make comprehensive changes to the education sector. Of course, the reform must be conducted systematically and made appropriate to the situation in each region.

Education and training is the cause of the Party, government and the people. It is a top priority of the nation. Investment in education is investment in development.

That's why it must be given top priority in all programmes and socio-economic development plans of the nation."

Regarding the amendments to the 1992 Constitution, all participants agreed that the latest draft revision of the 1992 Constitution was basically complete in terms of both contents and techniques, meeting all the set objectives and requirements.

The draft reflects the iron will and aspirations of the Vietnamese nation. The revised constitution also clearly, correctly and comprehensively regulates the political system, economy, culture, education, science and technology, human rights and the rights and basic obligations of citizens and the government apparatus.

Following the conference, the 1992 Constitution Drafting Committee will further complete the Constitution based on the proposed changes agreed upon at the meeting by the Party Central Committee members and then submit it to the upcoming 6th session of the National Assembly for approval.

The Party Central Committee reiterated its resolve to implement all objectives, points of view and orientations adopted at the 8th meeting of the 9th Party Congress while making some changes to make them suitable to the new situation.

They all see the importance of the lessons handed down from our ancestors: "Building the nation must go hand in hand with defending it," "Defending the nation should start before the country is in danger."

In other words, we have to do our best to have a strong economy and mighty national defence system while winning the people's hearts and minds and maintaining political and societal stability, the participants affirmed.

The Vietnamese nation must be a bloc of unity. The Party must hold high its absolute and direct leadership role toward the cause of national defence. Economic development will continue to be the core task of the Party while the work of Party building is the key and cultural development is the spiritual foundation of society.

The participants also discussed the establishment of five sub-committees to prepare for the 12th National Party Congress.

They are the document sub-committee, the social-economic sub-committee, the Party Statute sub-committee, the personnel sub-committee and the service organisation for the Party Congress sub-committee.
