According to www.windy.com, the new storm is likely to enter the East Sea on December 17-18.
 

The storm is anticipated to move into the southern part of the East Sea on December 16-17 and directly affect Vietnam’s mainland along the central and south-central coastal provinces on December 19-20, said Mai Van Khiem, Director of the National Centre for Hydro-Meteorological Forecasting.

The National Steering Committee for Natural Disasters Prevention and Control has requested coastal cities and provinces from Quang Binh to Ca Mau to follow with keen interest the development of the storm and inform owners of fishing vessels of the storm’s track to avoid danger areas at sea.  

Central and south-central provinces, especially those that had borne the brunt of recent severe flooding, were required to formulate plans to brace for the storm.
