Most of the temporary houses were constructed with some bricks, wood and metal roofs for workers to live in during the construction process.
According to a report by the Ha Noi Moi (New Ha Noi) newspaper, a 100sq.m area of temporary houses has been left in Bach Dang Ward, Hai Ba Trung District, for many years.
After finishing the construction in 2000, the construction contractor from the Transport Department did not take down the temporary houses, but instead leased them to make a profit, the newspaper reported.
More than 15 years later, the houses have deteriorated greatly and become an eyesore.
The residents have repeatedly reported the issue to local authorities, but it has yet to be resolved.
Officials from the People’s Committee of Bach Dang Ward and Hai Ba Trung District have asked the department to dismantle the temporary houses to reclaim the space.
Similarly, a temporary house that was built in 1980 on Phuong Mai Ward’s Luong Dinh Cua Street in Dong Da District has been abandoned.
The house was used to store construction materials for the Investment and Construction Joint Stock Company No 5 under the Ministry of Agriculture and Rural Development.
In 2002, local residents proposed a plan to demolish the house and build a road to easily travel between other buildings in the area.
But for many years, the proposal only remained on paper.
According to Decision 29/2015/QD-UBND, issued on October 9, 2015 by the Ha Noi People’s Committee on ensuring order, safety and environmental sanitation during construction projects in the city, investors and building contractors have to dismantle the temporary houses and remove all materials, including construction waste, within 30 days of completing the work.
