"The mining activities are complicated and it is hard to bring the situation under control in the two communes," he said.
The quarry exploitation companies were found to violate mining regulations such as exploiting beyond the permitted capacity and failing to implement their commitment on labour safety.
The district People's Committee had to mobilise police, soldiers and militiamen to inspect and deal with the mining violations, but to little avail, he said.
"Violations return as soon as inspection teams leave the scene," he said.
In response to the situation, Do Trung Thoai, vice chairman of the city People's Committee said that the city would consider suspending mining licences in the two communes.
An inter-sectoral inspection team has been set up to re-check all quarries in the district, Thoai said.
Quarry exploitation companies would have their mining licences revoked if they were found to violate labour safety regulations, he said.
Nguyen Van Thanh, the city's Party Committee secretary, ordered authorised agencies and the city police to quickly determine the cause of the accidents.
The case, that a rockfall at Len Co quarry in Yen Thanh District killed 18 workers and injured six others one year ago, went on trial on Monday at the provincial Nghe An People's Court.
Some of the victims' relatives asked to commute the sentence for Phan Van Chin, owner of the quarry, while the provincial People's Procuracy has submitted a probation of 30-36 months for him.
However, the final sentence has not been given because the court has been delayed for further investigation.
