VietNamNet Bridge – Over 95 percent of National Assembly deputies on June 24, the last day of their seventh session in the 13 th tenure, approved the Law on amendments and supplements to the Law on Vietnamese Nationality.

They also passed a resolution on the country’s joining of the Cape Town Convention on International Interests in Mobile Equipment and Aircraft Protocol and another on the National Assembly supervision programme for 2015.

To help overseas Vietnamese keep a close bond with their families at home, the new Law on Vietnamese Nationality regulates on its article 13 that Vietnamese residing abroad, who have not yet lost Vietnamese nationality as prescribed by Vietnamese law before the effective date of this law still retain their Vietnamese nationality.

Overseas Vietnamese who have not yet lost Vietnamese nationality and have no papers to prove their Vietnamese nationality should make registration with overseas Vietnamese representative missions to acquire Vietnamese nationality and have Vietnamese passport issued, it says.

According to director of the National Assembly’s Law Committee Phan Trung Ly, these regulations aim to confirm the Party and State consistent policy towards overseas Vietnamese as prescribed in the Constitution and other articles of the Law on Vietnamese Nationality.

Forming an inseparable part of the Vietnamese community, overseas Vietnamese are encouraged and assisted to maintain a close link with the homeland and contribute to national development, Ly said.

The National Assembly supervision programme in 2015 will oversee the implementation of policies and law relating to the management and use of land at state-run agricultural and forestry farms in the 2004-1014 period, among others.

The closing session of the 13th National Assembly’s seventh session is being televised.

National Assembly passes revised environment law

More than 86 percent of National Assembly deputies approved a draft revised Environment Protection Law on June 23 afternoon during the NA’s ongoing seventh session.

The revised law contains 20 chapters and 170 articles stating that protecting the environment is the responsibility of all agencies, organisations, households and inviduals.

It says that organisations and individuals who benefit from the environment are responsible for providing financial support for environment protection activities.

Likewise, those who pollute the environment have to make proper compensation in accordance with the law.

In addition, the law says that environmental protection should be in harmony with economic development, social protection, biodiversity preservation and adapting to climate change. It also says environment protection needs to be related to appropriate use of natural resources and waste reduction.

The new law also says that the national environment protection plan contains an assessment of the current environmental status, environmental management, environmental and climate change forecast and waste management, among others.

National Assembly passes revised customs law

The National Assembly (NA) passed the Law on Customs (revised) with 92.37 percent of vote on June 23 during its ongoing seventh session.

Consisting of eight chapters and 104 articles, the revised law confirms that the State creates all possible conditions for import, export, transit, exit, and entry activities to and from Vietnam.

It looks to make the Vietnam Customs force pure, strong, professional, modern, transparent, effective and productive. In the morning session, NA deputies discussed draft amendments to the Investment Law.

Almost all deputies concurred with the Government’s proposals and the verification report of the NA’s Economic Committee, which stressed the need to issue the (revised) Investment Law for continuing bettering policies and speeding up the administrative reform for investment activities.

They also commented on how to enhance State management on investment, clarify the State’s prioritised fields to encourage and attract investment, improve investment certificate granting procedures, and step up coordination among authorities at all levels in the field.

The deputies proposed that the compiling board soon reexamine other related legal documents to ensure their consistency.
