VietNamNet Bridge – Chief Government Inspector Tran Van Truyen told Thoi bao Kinh te Viet Nam (Viet Nam Economic Times) that his agency would focus on the heads of companies and organisations this year in a bid to reduce corruption.
Why is the Government Inspectorate stepping up inspections of companies and organisation?
If we ensure that heads of companies and organisations act more responsibly, the efficiency and effectiveness of State management will be better. That will reduce opportunities for corruption.
Inspectors' responsibility involves properly executing the law and ensuring State management is effective and efficient. Once it is demonstrated that the Government Inspectorate is able to assess how good or bad the management is, we will gain the confidence of the public.
In addition, the inspectorate has a duty to guide, supervise and speed up the resolution of problems, rather than be directly involved in the process – particularly in regard to complaints and denunciations. This is also a reason why the inspectorate is looking to boost its inspections.
Will the Government Inspectorate focus on inspecting the "hot issue" of socio-economic development, as it did in the past?
Inspection involving examination and supervision will focus on key issues. The most important thing is to avoid overlap and hindrance.
The inspectorate will focus on management responsibility, but that does not mean they will stop inspecting other issues. Inspections will be conducted on specific projects only where problems have been uncovered.
Do you think companies and organisation will behave more responsibly in the future?
It is a fact that more officials have been charged with irresponsibility and corruption recently than in past years. For instance, last year there were 84 cases processed. Of those, criminal proceeding were taken against 19 officials, 15 others were dismissed and the rest were given strong warnings.
How have the activities of the Government Inspectorate changed?
Inspections have shifted from socio-economic development in general to administrative procedures.
Specifically, the inspectorate is now concentrating on important aspects of State management and issues that the public are interested in. These include land use management, investment, construction, State-budget collection, banking, tax, equitisation, capital management and State property.
Inspectors have discovered numerous violations. In addition, the inspectorate has also uncovered shortcomings in State management and has proposed a number of policy changes.
