The amended circular has many new features in comparison with the original document, which was issued in 2007.

The most notable point is the report on asset and income declaration of government officials will be made public at the organizations where they are regular members. The report can be made public at meetings or listed at the head offices of the related organizations.

The report must be made public from December 31 to March 31 of the next year, within at least 30 days.

Particularly, the report on assets and income of candidates of the National Assembly and People’s Councils must be announced at the locations where the deputies work or reside. The report on assets and income of officials who are elected and approved by the National Assembly and People’s Councils, must be made public to deputies of the National Assembly and People’s Councils at the NA and People’s Council sessions.

Another important point is officials who are responsible to make asset and income declaration must take note the change of their assets in comparison with the previous declaration.

The amended circular also stipulates forms of punishment for officials who do not observe the regulations on asset and income declaration, including: reprimand, warning and degrading wage level.

The amended circular will be considered by the Government Inspectorate and related agencies before being approved and issued by the Prime Minister.
