Bac Giang has issued a plan to support enterprises in IZs to resume operation after the pandemic. It vows to gather all resources to support enterprises to restore production so as to minimize global supply chain disruptions.
The resumption of production activities will be organized on the principle of ensuring the harmonization between production restoration and Covid-19 prevention and control.
It is expected that by July 1, 2021, the enterprises in IZs all will return to production. The total number of workers to return to work is expected to reach 30,000 by the end of July and 50,000 by the end of August. The figures are 100,000 by October and 120,000 from the end of November.
The difficult problem for factories to resume normal operation is the lack of concentrated accommodations for workers to stay in accordance with the new model.
Bac Giang provincial authorities have promised to support enterprises to arrange concentrated accommodations for workers.
It is expected that 7,000 accommodations would be available by the end of July, 12,000 by the end of August, and 25,000 by the end of October. From late November, Bac Giang would have 35,000 accommodations.
To solve the problem of labor shortage, Bac Giang has committed to support enterprises to get the workers signed labor contracts with the enterprisesbto return to work.
The province in early June set up a taskforce to support enterprises. It is in charge of supervising, speeding up and guiding the people’s committees of districts and cities to accelerate the process of certifying workers’ related to Covid-19 prevention.
It will also help coordinate the activities of receiving workers back in accordance with the timeline agreed with enterprises.
The provincial authorities will also support enterprises in testing workers before their come back to work.
If the workers returning to enterprises want to return to their places of residence, they won’t have to pay medical quarantine if they have negative PCR test results (within three days before returning).
Moreover, Bac Giang has committed to help enterprises seek workers in the province and neighboring localities.
As many as 137 enterprises have resumed operation, accounting for 38.1 percent of total enterprises in the four IZs which had to shut down during the outbreak peak. The number of workers approved to come back to work is 22,242 out of 196,000 workers in the entire province.
Bac Giang plans to obtain industrial production value of VND8 trillion in July and VND15 trillion a month from November 2021.
