VietNamNet Bridge - Using fake documents and the help of some banking officers, some businessmen appropriated over VND1 trillion of the Vietnam Development Bank, the Orient Commercial JS Bank and the Nam A JS Bank in Dak Lak and Dak Nong provinces.

According to Dak Nong Provincial Police, the swindling group consists of the directors of five private companies in Dak Nong province and Nguyen Van Khanh, a credit broker in HCM City.

The group of banking officers who lent a hand to the above swindlers include: the former director of the Vietnam Development Bank in Dak Lak-Dak Nong - Vu Viet Hung and two other officers of this branch; Former Deputy General Director of Oriental Bank - Lam Huu Hanh; Vo Tien Dat, former Director of the HCM City Bureau of Oriental Bank; Ta Thi Xuan Italy, former loan officer of Orient Bank; Truong Dinh Hai, former Director of Nam A Bank, Hanoi branch.

In 2008, taking advantage of the lending policy for exporters of the Vietnam Development Bank in Dak Lak-Dak Nong, the directors of three private companies in Dak Lak named Cao Bach Mai, Tran Thi Xuan and Nguyen Thi Kim Loan joined to seek soft loans from this bank.

These women gave a man name Tu Dai Hung VND100 million ($6,000) to establish the Quan Heng Company in China. With this legal status, many agricultural export contracts were signed between Quan Heng and the company of Mai, Xuan and Loan.

Thanks to these fake contracts and the cooperation of the above-mentioned officers of the three banks, Mai borrowed VND1,005 billion (about $60 million) and Xuan borrowed VND938.5 billion (nearly $50 million) from the Vietnam Development Bank in Dak Lak - Dak Nong, Nguyen Thi Van borrowed VND50 billion of Nam A Bank in Hanoi. In addition, the group of five directors of private firms in Dak Lak also borrowed VND530 billion of the Orient Bank.

According to the police, these people appropriated more than VND1,058 billion (over $60 million), including VND478 billion of the Vietnam Development Bank in Dak Lak-Dak Nong, VND530 billion of the Orient Bank in HCM City and VND50 billion of th Nam A Bank in Hanoi. The police have recovered over VND719 billion.

Mai and Xuan declared that to borrow such huge amount of capital, they bribed former director of the Vietnam Development Bank in Dak Lak-Dak -- Nong Vu Viet Hung, VND92 billion (over $5 million).
