Starting December 1, all airports across Vietnam will process check-in at counters only for passengers with checked luggage and special assistance needs. All other travelers will complete their entire travel procedures through biometric technology or self-service kiosks.

Prime Minister Pham Minh Chinh has signed Directive No. 24 to accelerate the implementation of technology solutions for citizens and businesses, closely integrated with population data, digital identification, and electronic authentication.

Biometric technology to be fully implemented at all airports nationwide

The directive emphasizes that, for the deployment of effective digital transformation using citizen data and biometric authentication, the Ministry of Public Security will lead and coordinate with the Ministry of Construction, the Ministry of Finance, and the People’s Committees of provinces and cities to implement full-process biometric authentication using the VNeID platform at 100% of the nation’s airports by the end of October. The same will be completed at urban railway stations, Hanoi Station, and vehicle parking lots in Hanoi and Ho Chi Minh City by year-end.

The Ministry of Public Security will also develop transportation utilities on the VNeID system, linking existing transportation applications to overcome digital fragmentation in the transport sector. This aims to ensure safety and convenience for users, with completion targeted by October. Additionally, the ministry will guide the integration of biometric technology into the VNeID system and the national population database with enterprise information systems to ensure security, prevent forgery and fraud, enhance state management, and foster socio-economic development.

The Ministry of Finance will direct its units to coordinate with the Ministry of Public Security to integrate biometric technology into the VNeID system for all transport-related systems by September 15.

It will also direct the Airports Corporation of Vietnam to swiftly finalize procurement and infrastructure investment for deploying biometric and VNeID authentication solutions at airports. This must be completed according to the roadmap by October 30, ensuring readiness for identity-based boarding procedures.

From September 15, the Airports Corporation of Vietnam, in collaboration with airlines, will instruct all passengers to use either their national ID cards or VNeID digital identity accounts to register biometric data at check-in counters or through the VNeID app. This data will be used to pass security checkpoints and board domestic flights via automated gates. Exceptions apply to passengers using other valid identification documents.

From September 15 to November 30, the Airports Corporation and airlines will introduce promotional policies to encourage passengers to adopt biometric solutions linked to VNeID. Simultaneously, a widespread media campaign will be launched to guide, assist, and familiarize citizens with this new travel process, in line with the commercial policies of participating airlines.

Starting December 1, check-in counters will serve only passengers with checked baggage or requiring special assistance. All others will undergo a full process - from ticket purchase and check-in to security clearance and boarding - via biometric authentication or self-service kiosks at airports.

The Ministry of Construction will review, amend, or propose amendments to legal documents to enable biometric use via VNeID in transportation. The process should be completed by December. It will also ensure that data systems under its management are connected with biometric applications and transportation utilities integrated into the VNeID platform.

The People’s Committees of Hanoi and Ho Chi Minh City will coordinate with the relevant ministries to allocate budget for infrastructure and equipment necessary to implement biometric-based services at urban railway stations, Hanoi Station, and citywide parking facilities, with completion set for December.

Digital literacy program 'Binh dan hoc vu so' integrated into national training

The Ministry of Public Security has been tasked with leading the integration of educational materials for training and professional development on the "Binh dan hoc vu so" digital literacy platform. It will coordinate with the Ministry of Finance and other agencies to propose public-private investment plans for the platform, using flexible and lawful funding sources, and submit the proposal to the Prime Minister by October.

The Ministry of Finance will review and amend regulations to minimize costs for training on the platform, with a deadline in September.

The Ministry of Science and Technology will evaluate and certify "Binh dan hoc vu so" as a national digital platform by September 25.

All ministries, sectors, and localities must provide digital learning resources - especially those related to dual-level government models and public administrative procedures - for integration into the platform by the end of September. They must also organize online training courses for officials and civil servants.

The Ministry of National Defense will independently train military personnel in digital skills aligned with the platform’s objectives, based on the military’s specific conditions.

Local authorities must actively promote public engagement, especially among youth, students, and workers, to enhance digital awareness and road safety knowledge via the platform. All students nationwide must complete digital courses on traffic safety and cybersecurity through "Binh dan hoc vu so."

Directive No. 24 also outlines the deployment of public service utilities on the VNeID app, enabling citizens to access 25 fully online administrative services. Citizens will not be required to submit or present original or photocopied documents already integrated into the VNeID system when using corresponding digital information.

People’s Committees across provinces and cities must ensure that officials never request citizens to submit documents already integrated into VNeID or available via connected databases during administrative processes. They must also promote public awareness and encourage individuals and organizations to verify and sync their official documents into the VNeID account for use in all transactions. Non-governmental entities are also urged not to request such documents if citizens can provide digital identification through VNeID.
