VietNamNet Bridge – Transport firms are urgently installing black boxes for their coaches because according to the government’s Decree 91, all coaches must have black boxes as of July 1 2011.

According to the decree, passenger cars that make journeys of 500km upwards, tourist cars and container trucks must be installed with black boxes as of July 1; passenger cars that have journeys of 300-500km must have black boxes from January 1 2012; and all passenger cars must have black boxes as of July 1 2012.
It is estimated that around 150,000 cars must have black boxes as of July 1 2011.
Do Manh Hung from Mai Linh Taxi said that his firm has installed GPS devices for over 200 passenger cars in the past three years. Though investment in the devices is quite high, from $200-300/device, but the firm has benefited a lot from them: cutting down management costs, effectively managing revenues, etc.
However, for small transport firms, investment in black boxes and a server is a waste, especially the firms with only 2-3 passenger cars. Moreover, the quality of GPS devices available in the local market is not tested.
Experts suggested that in order to cut down investment in GPS devices and to avoid waste, firms need to build a server system and transport firms only need to hire lines and install black boxes on their vehicles, but they do not have to buy their own servers.
