VietNamNet Bridge - According to a newly-issued Circular of the Ministry of Education and Training (MOET), Vietnam heroic mothers, revolutionary activists before January 1, 1945 will have two bonus marks if they take part in the university entrance examinations. Right after its issuance, the circular has been criticized for its unreality.

The MOET has issued Circular 24 with amended regulations on preference for some subjects of candidates of the university entrance.

A senior official from the ministry, Mr. Ngo Kim Khoi, said the circular was issued to specify the government’s ordinance and decree on preference for the people who well deserve the country.

Accordingly, Vietnam heroic mothers and revolutionary activists before January 1, 1945, the revolutionary activist from 01/01/1945 to August 1945, revolutionary activists who are contaminated with toxic chemicals, were jailed by the enemy and those who well deserved the country will be granted with bonus marks in the university entrance exams.

The regulations have stirred up the public for its unrealistic contents because the above people are too old now or many of them passed away.

"This provision may be ... the precaution for the Vietnam heroic mothers in the historic moment in the future. The current Vietnam heroic mothers must be very old. For the revolutionary activists before 1945, even if they participated in the revolution at the age of 15, they are now over 80 years old. If you think that this circular is issued based on the state ordinance on preference for those who well deserve the country, it is extremely unnecessary," said Prof. Thuyet, former Chair of the National Assembly’s Committee for Culture, Education, Youth and Children.

Khoi explained: "We should understand that Vietnam heroic mothers are not just the women of 80-90 years old but the mothers whose sons sacrificed for the country. This is to ensure people’s lifetime learning. The university enrollment regulations also does not specify the age of candidates of the university entrance exam."

The revised circular will take effect from August 19, 2013.
