Initial investigations by Hoc Mon District Police found that the little boy was playing near a kite with a 20 metre wingspan when he was suddenly swept away. The kite was being used by a nearby club during rehearsals for a contest in Ba Ria–Vung Tau Province.

A tea stall owner named Quyen witnessed the incident, saying that at first, she mistook the boy for a teddy bear. It wasn't until she saw people rushing in vain to catch the boy that she realised what was going on.

Police are investigating the case further.
