VietNamNet Bridge – A lot of production enterprises have been punished for their behaviors of polluting the environment, but the pollution has never been eased. In order to protect the environment, it is necessary to use green technologies in production. However, this will require much time and effort.

A lot of violators found


Environment pollution is the topic that appears on many local newspapers these days. According to the Hanoi Department for Natural Resources and the Environment, in the first six months of 2011, the department’s inspectors discovered 50 workshops which violated the law on environment protection and imposed the fines of up to one billion dong.

Most recently, LS-VINA in Dong Anh town has been forced to pay the fine of 100 million dong for the law violation. The enterprise has been found as skipping the hazardous waste classification. It also did not have the places to keep hazardous waste temporarily as required by the current regulations, and did not preserve hazardous waste in specific tanks, and packages.

Prior to that, the Thanh Binh Garment Material Company and Huy Thanh Company Ltd, in the Tu Liem industrial complex for small and medium enterprises, had also been punished for the behavior of violating the law on environment protection.

In HCM City, the Ministry of Public Security found seven private enterprises violating the environment protection law. In the central city of Da Nang, three out of six industrial zones still do not have waste water treatment, and 14 percent of enterprises have not had the reports on the environmental impacts.

An accidental inspection tour to 90 enterprises discovered that 100 percent of the enterprises violated the environment protection law. 90 percent of the enterprises had waste water treatment systems, but the systems did not run regularly, or did not follow the designed procedures

Vedan proves to be the most disreputable enterprise in Vietnam which has been known as polluting the Dong Nai River with its waste water. Right after Vedan’s behavior was discovered; it faced the wave of indignation from the public and finally had to pay 220 billion dong in the compensation for the violation.

Vietnam needs an environment protection fund


In fact, a lot of production enterprises have been trying to apply the measures which allow to reduce emissions right from upstream, instead of downstream processing. With the advantages in capital and technologies, most foreign invested enterprises have been applying necessary measures to treat the waste before discharging to the environment.

Domestic enterprises have also paid appropriate attention to renovate technologies to minimize the environment pollution. At the Bat Trang porcelain craft village, for example, households have shifted from using coal-run kilns to gas-run kilns, which allows them to save 3000 tons of equivalent oil a year and reduce 12,000 tons of CO2 emissions.

Vu Tien Loc, Chair of the Vietnam Chamber of Commerce and Industry (VCCI), believes that Vietnam needs to have an environment protection fund which can provide financial sources to the projects on environment protection.

Loc said that the state should collect fees and charges of different kinds, including waste water charges, air pollution charges, and charges of making noise. The money to be collected will be put into the environment protection fund, which carries out the activities to protect the environment.

Besides, the State should also offer tax remission to the investment projects on upgrading the production environment at enterprises. The tax incentives will be applied if enterprises can rationalize the production and utilize clean technologies in their production.

At present, the HCM City People’s Committee gives the prizes of “green businesses” to local businesses annually. However, Nguyen Thi Ngoc Lien, Public Relation Director of the Kinh Do Group, said that green businesses should be given some benefits, and that there should be the measures to recognize the efforts of the enterprises and encourage enterprises to march towards the green production.
