Cao Bang is a border mountainous province in the Northeast, and home to many ethnic minorities such as Tay, Nung, H’mong, Dao, Lo Lo, San Chi..., who account for more than 95% of the population.
In recent years, the province has always focused on implementing activities to preserve and promote traditional cultural values and good customs and traditions of ethnic minorities effectively.
In particular, building village conventions has contributed significantly to the implementation of state regulations as well as creating a legal corridor to each village, hamlet, residential group and gradually becoming a standard to create self-awareness and self-management in the community.
Accordingly, the quota for cultural titles increases every year; the work of directing and guiding the implementation of village regulations and conventions has achieved many results in building cultural families, hamlets, and residential groups, contributing to preserving and promoting traditional cultural values of ethnic groups.
In 2020, Cao Bang province merged hamlets and residential groups. After the merger, from a total of 2,487 hamlets and residential groups, there are currently 1,462 hamlets and residential groups only, a decrease of 1,025 units.
After the merger, the culture, sports and tourism sector has promptly directed and implemented the inspection, review, amendment, supplementation and construction of regulations for hamlets and residential groups. To date, Cao Bang province has 1,462/1,462 hamlet and residential group regulations approved by competent authorities, reaching 100%.
The content of village conventions closely follows the life and actual situation of each locality in order to adjust the self-governing social relationships of the community, build a civilized lifestyle, and promote good traditions, customs of the community in weddings, funerals, and organizing festivals.
Many village conventions show the solidarity of the community; restore and promote good customs, practices and traditions of villages, hamlets and clans; eliminating many outdated customs and practices, superstitions, making an important contribution to building a healthy and progressive cultural environment in the community.
For example, thanks to the implementation of village regulations and conventions, in 2022 Ha Lang district had 5,348 households achieving the title of Cultural Family; 81 villages and residential groups were recognized with cultural titles; 112 agencies, units and businesses met cultural standards.
Up to now, 100% of hamlets and residential groups in the district have regulations on implementing a civilized lifestyle in organization of weddings, funerals and festivals in accordance with the customs and practices of each locality; 100% of communes and towns have communal cultural post offices.
The district also has fitness and sports clubs and performance teams in hamlets, residential groups, communes, towns and some folk song conservation associations. The mass fitness and sports movement attract the participaton of over 18% of the population.
