VietNamNet Bridge – The HCM City People's Committee has asked the Department of Health to appoint a new board of directors for the city's Preventive Health Centre after an inspection uncovered violations of Health Ministry regulations.
The committee asked the department to impose penalties on individuals involved in violations, especially the centre's director who holds the most responsibility. A city inspection team concluded that the centre contravened regulations as its board of directors allowed the centre's trade union to rent out a 2,240-sq.m area at the centre's office for parking services, Tuoi Tre (Youth) newspaper reported.
With the establishment of AIDS and microbiology departments, the number of departments at the centre exceeded Health Ministry regulations.
The centre also failed to appoint a new director and deputy director when their term of office ended.
Inspectors found that the centre failed to deduct 10 per cent of personal income tax in 2007, 2008 and 2009 for people who worked on centre projects.
The centre also violated rules regulating the purchase of new equipment, including bidding processes.
Nguyen Huu Luyen, head of the centre's AIDS Department, submitted a letter of complaint to the inspection team, saying that it had ignored violations committed by several officials at the centre and at the Department of Health.
Hua Ngoc Thuan, deputy chairman of the city People's Committee, has asked the inspectors to resolve Luyen's letter of complaint.
