At the start of his speech, Chính expressed his gratitude to the organizers for inviting him to speak at this prestigious event. He posed a thought-provoking question to Prime Minister Pham Minh Chinh and the audience: 

“At the 10th Central Committee Conference, General Secretary and State President To Lam stated that Digital Transformation is a revolution reshaping the relationship between Productive Forces and Production Relations. What is the Prime Minister’s view on this, and should Digital Transformation be considered a comprehensive revolution to drive breakthrough changes?”

Chính then introduced a groundbreaking initiative: the “AI Transformation - AI.X” program, which focuses on the integration of Digital and Green Transformation. He highlighted the immense potential of artificial intelligence (AI) to revolutionize industries and drive sustainable growth.

“Industrial transformation today must rest on two pillars: Digital Transformation and Green Transformation,” he said. “AI is a transformative force that will impact all socio-economic sectors. Globally, AI is projected to contribute $15.7 trillion to the economy by 2030 and increase labor productivity by 40% by 2035. In Vietnam, AI could contribute between $150 billion and $200 billion to national GDP by 2030.”

Chính emphasized the need for Vietnam to take bold steps in AI development: 

“With such tremendous potential, I propose that the government develop a long-term AI Transformation strategy (AI.X), with the ultimate goal of establishing an AI Government. Furthermore, I envision Ho Chi Minh City as an 'AI City,' a pioneering hub for AI innovation. This initiative should not only be for HCMC but serve as a national blueprint for asserting Vietnam’s leadership in the digital age.”

To bring the AI.X initiative to life, Chính provided several key recommendations:

1. Legal and Institutional Framework: He stressed the importance of developing comprehensive legal frameworks to ensure the safe and effective application of AI across industries, particularly in high-impact sectors like healthcare, education, transportation, and finance. These regulations would ensure that AI's implementation aligns with national security and ethical standards.

2. AI Talent Development: Chính urged for AI education to be integrated into curricula at all levels of education, from elementary schools to universities. Specialized training programs should be established, along with partnerships with international organizations, to develop top-tier AI talent in Vietnam.

3. Digital Infrastructure and AI Ecosystem: For sustainable AI growth, Chính called for the establishment of a robust digital infrastructure, research centers, and a collaborative AI ecosystem that connects experts and businesses. This will foster innovation and create a strong foundation for AI development in Vietnam.

4. Incentive Policies for AI Development: He also recommended that the government introduce policies to promote AI development across various sectors, from manufacturing to public services. These policies should ensure job security, ethical AI application, and a people-centered approach to sustainable development.

Commitment to National AI Transformation

Chính reaffirmed CMC Corporation’s commitment to the national AI Transformation strategy, stating: “To support this initiative, CMC will match its words with action. We are proud to be a key player in the Fourth Industrial Revolution Center (C4IR) and will work closely with the center to achieve strategic goals in HCM City. CMC will continue to lead AI transformation efforts, offering cutting-edge technological solutions to meet the evolving needs of the city and the country.”

He further emphasized CMC’s role in driving digital economic development, particularly by supporting small and medium-sized enterprises and startups in the technology field, contributing to the overall growth of the national economy.

In conclusion, Chính reiterated the importance of ethical considerations in AI development: “AI transformation must be guided by ethics and social responsibility, with the goal of building a sustainable, green digital economy. CMC will remain dedicated to AI development that prioritizes people and society, while promoting sustainable progress for the future of Vietnam.”
