His remarks drew attention from government leaders and the business community as he introduced strategic proposals to institutionalize these missions and foster innovation through a "Triple Helix" cooperation model.

Entrepreneurs - the soldiers of the digital transformation era

The meeting, held at the National Convention Center, gathered over 270 prominent delegates representing domestic and international corporations, associations, and enterprises.

In his opening remarks, Prime Minister Pham Minh Chinh expressed deep appreciation to Vietnam’s entrepreneurs, calling them “soldiers on the economic front” for their resilience in the face of challenges ranging from natural disasters to global economic uncertainties.

“The greater the pressure, the stronger our nation becomes,” he said.

The Prime Minister reiterated the importance of breakthrough development in science, technology, and digital transformation, in line with Resolution 57, and affirmed the private sector as a driving force of the economy.

CMC’s two national missions: Cloud infrastructure and C-OpenAI

In his speech, Chairman Nguyen Trung Chinh highlighted 2025 as a historic year marking the 80th anniversary of Vietnam’s founding and a pivotal moment for institutional reform under Resolutions 57, 59, 66, 68, 71, and 72.

Within this context, CMC has been assigned two essential national technology tasks:

Developing the national cloud infrastructure, CMC Cloud, to ensure Vietnam’s digital backbone and data sovereignty.
Building an open AI platform, C-OpenAI - Make in Vietnam, designed to serve government agencies, enterprises, and citizens.
“CMC considers the missions assigned by the Prime Minister not merely an honor, but a commitment to action  -  to pioneer in science, technology, innovation, entrepreneurship, and digital transformation,” Chairman Chinh affirmed.

He stressed that these are not just technological projects, but strategic pillars to secure Vietnam’s digital sovereignty, foster a digital economy, and elevate the country’s role in the global technology value chain.

CMC’s ambition, aligned with Resolutions 57 and 68, is to become one of the world’s top five digital technology enterprises, playing a locomotive role in supporting Vietnamese SMEs and tech startups to innovate and integrate globally.

Institutionalizing implementation and promoting the “Triple Helix” model

To ensure the success of these missions, Chairman Chinh proposed several initiatives:

Formalize government-assigned tasks through clear contracts, mechanisms, and supportive policies to allow enterprises to mobilize resources effectively.
Promote the Triple Helix model of cooperation between universities and research institutes, enterprises and markets, and local governments to establish innovation centers within businesses and in major cities like Hanoi, Ho Chi Minh City, and Da Nang.
Strengthen R&D procurement and public investment to activate open technology ecosystems and attract private capital into core technologies.

“We hope that the national missions entrusted to enterprises will soon be concretized through explicit contractual mechanisms. This will mark a shift from delegation to action  -  enabling enterprises to truly pioneer and contribute to national objectives,” he noted.

Concluding his address, Nguyen Trung Chinh delivered a resonant vision: “With the aspiration to build a strong, self-reliant, and prosperous Vietnam through Vietnamese intelligence and technology, CMC commits to joining the technology business community in mastering core technologies, developing digital infrastructure, digital human resources, e-government, digital economy, and digital society  -  thereby contributing to the creation of a knowledge-based, sharing, and innovation-driven economy.”

He expressed strong confidence that under the leadership of the Party, the decisive governance of the Government, and the unity and creativity of the business community, Vietnam will achieve its centennial goal by 2045.
