On August 12, 2025, in Seoul, South Korea, during the Vietnam - Korea Economic Forum, CMC Corporation signed a Memorandum of Understanding (MOU) with Samsung C&T, a leading South Korean enterprise specializing in construction, trade, and technology.
The forum was jointly organized by Vietnam's Ministry of Finance, Korea’s Ministry of Trade, Industry, and Energy (MOTIE), and the Embassy of Vietnam in South Korea to mark the official state visit of General Secretary To Lam. The event brought together General Secretary To Lam, South Korean Prime Minister Kim Min Seok, high-ranking delegations from both countries, and nearly 600 representatives from the Vietnamese and Korean business communities.

Under the witness of senior leaders, government ministries, and the business communities of both nations, CMC and Samsung C&T signed an MOU to jointly develop CMC’s Hyperscale Data Center project in Ho Chi Minh City (CMC Hyperscale DC), envisioned as the city's “AI Heart.” Phase 1 of the project will have a capacity of 30 MW with an investment of USD 250 million. Future expansions will increase the capacity to over 100 MW, bringing the total investment to around USD 1 billion.
Under the agreement, Samsung C&T will invest in and implement the Hyperscale Data Center project in Ho Chi Minh City’s High-Tech Park, ensuring compliance with international standards for technology and information security. The company will also collaborate on a long-term partnership model focused on environmentally friendly technologies within CMC’s data center ecosystem. In addition, Samsung C&T will contribute its expertise, technologies, and global partner network to ensure timely execution and optimal performance of the project.
Samsung C&T is one of the core companies of the Samsung Group, boasting over 87 years of history and a presence in more than 50 countries. It is widely recognized for its achievements in infrastructure, data centers, and renewable energy projects, as well as its involvement in iconic developments such as the Burj Khalifa in Dubai and Marina Bay Sands in Singapore. In recent years, Samsung C&T has been aggressively expanding into digital infrastructure, green energy, and next-generation data centers.
CMC envisions the Hyperscale DC project as the “AI Heart” of Ho Chi Minh City, aiming to become a premier regional hub for data storage, processing, and analytics. Starting at 30 MW, the facility is designed for expansion up to 120 MW and will meet international Uptime Tier III+ and Tier IV standards.
The center will feature cutting-edge technologies, including AI-as-a-Service, Cloud Infrastructure, Big Data, and Cybersecurity. It will also integrate ultra-high bandwidth and low-latency innovations such as XGS-PON, SD-WAN, SASE, and 800G DWDM. A Digital Twin system will be applied to simulate and optimize operations in real time.
With a green data center model integrated from the design phase, CMC Hyperscale DC aims to meet the infrastructure demands for AI, cloud computing, and big data in Vietnam and across ASEAN. It is expected to attract international tech firms, AI startups, and research and development centers.
Speaking at the forum, CMC Corporation Chairman and Executive Chairman Nguyen Trung Chinh stated: “The cooperation with Samsung C&T is not only significant in terms of technology and investment, but also marks a strategic milestone in CMC’s AI-X and Go Global journey. This will be a leading digital infrastructure project in terms of scale and standards in the region, directly contributing to making Vietnam a data and AI hub in the Asia-Pacific.”
This agreement enables CMC to leverage Samsung C&T’s global network while attracting international capital, advanced technologies, and high-quality talent to Vietnam. In the long run, it will serve as a foundational component of Vietnam’s digital transformation, support the growth of a knowledge-based economy, and enhance national competitiveness in the AI era.
CMC also signed 14 additional MOUs with three technology companies and 11 leading South Korean universities and educational institutions. These agreements cover areas such as AI, GDC (Global Delivery Center), Hyperscale DC, AI services, and talent development, affirming CMC’s technological strength and experience in global delivery. They also open up broader opportunities for Vietnam - Korea cooperation in strategic tech sectors.
