The event marks a new chapter in the partnership between a leading infrastructure–AI–cybersecurity enterprise and the military’s core communications force.

The agreement was signed by Ngo Trong Hieu, Executive Vice President of CMC Corporation and CEO of CMC Telecom, and Colonel Vu Ngoc Khuong, Deputy Commander and Chief of Staff of the Signal Corps.

CMC Chairman Nguyen Trung Chinh emphasized the importance of both technical excellence and disciplined execution, asserting that success must be “measured by outcomes, not promises on paper.”

Three pillars, one shared objective

The partnership is structured around three strategic pillars:

First, joint training and human capital development aligned with international standards and tailored to the mission’s digital competency requirements.

Second, collaborative scientific research and technology transfer, with an emphasis on artificial intelligence (AI), Internet of Things (IoT), cloud computing, and cybersecurity.

Third, co-development of telecommunications infrastructure - building on current capabilities while expanding into new, high-impact areas.

The cooperation is guided by a comprehensive “learn–do–validate” cycle designed to shorten the gap between research and real-world application.

In contrast to symbolic agreements, this partnership includes a concrete implementation framework featuring a joint working group and quarterly performance reviews.

Each initiative is tied to clear performance indicators, including the number of training sessions per year, technical and security benchmarks, trial milestones, and success rates in meeting output targets.

A 100-day post-signing action plan was also agreed upon to finalize the 2026 training framework, complete the design of a Digital Lab/Cyber Range, and review collaborative telecommunications infrastructure projects.

The guiding philosophy: “do for real – measure for real – report for real.”

In his remarks, Colonel Vu Ngoc Khuong acknowledged that prior cooperation had laid a foundation, but said it had yet to reflect the “true potential, strengths, and requirements” of both parties in the effort to modernize the Army.

He called for the expansion of intensive training programs, involvement of industry experts in instruction, creation of a joint AI and cybersecurity research group, and the development of a Digital Lab under strict security protocols - ensuring outcomes are both measurable and verifiable.

Representing CMC, Ngo Trong Hieu noted that years of collaboration had established mutual trust and operational synergy. The new agreement, he said, formalizes a performance-driven model centered on talent, research, and infrastructure.

“CMC will bring our full capabilities in cloud, AI, cybersecurity, and data centers to this program - operating with discipline, precision, and speed. To us, commitment means delivering milestones with clear accountability,” he said.

Chairman Nguyen Trung Chinh echoed this sentiment, highlighting the company’s long-term commitment.

“CMC is in it for the long haul - prioritizing safety, security, and effectiveness. This agreement not only enables technical collaboration but also sets a disciplined model for executing high-reliability projects,” he said.

Training cooperation: internationally aligned, practice-oriented

As part of the agreement, CMC University and the Signal Officer School will jointly develop training programs aligned with international standards and military operational needs.

This includes establishing credit transfer and recognition systems, updating AI curricula, scheduling student and faculty exchanges, and expanding internship opportunities - both within enterprises and military units.

AI tools will also be applied to training and student engagement, including digital assistants, smart classrooms, and learning analytics - ensuring students graduate job-ready and closing the gap between education and employment.

In research and development, a joint Digital Lab will be established with three core tracks: AI–IoT, cloud, and cybersecurity. A cyber range will support SOC simulations, Red Team/Blue Team exercises, incident-response standardization, and skills validation.

On the infrastructure side, the two parties will collaborate to expand data center networks, cloud solutions, and cybersecurity systems across communication systems and training institutions - ensuring safety, security, and operational efficiency.

People are at the center of this cooperation.

There will be two-way staff exchanges and internships; faculty and cadets will take part in live industry projects, and CMC will open its technology spaces to the school. In return, the school will instill its culture of order and discipline into tech teams - developing a “bilingual” workforce fluent in both technical execution and disciplined operations, capable of meeting high standards at scale.

Three days of military discipline: concrete steps toward operational cooperation

Immediately after the signing, nearly 100 senior leaders and managers from CMC underwent a three-day military-style program at the Signal Officer School.

Their schedule included a 5:00 AM wake-up, 5:30 AM physical training, drills from 7:00–11:00 and 13:30–17:00, evening briefings, and night marches and sentry shifts from 11:00 PM to 6:00 AM.

This was not a symbolic gesture, but a deliberate immersion - meant to instill in CMC’s tech leaders the discipline, order, and compliance needed to operate at international standards.

Speaking on behalf of the Strategic Conference Organizing Committee, Dang Tung Son, Group Senior Vice President and Chief Strategy Officer, shared that although the training did not replicate a full military regimen, all participants completed it with seriousness, unity, and determination.

He added that the spirit of discipline nurtured during those three days will serve as a powerful force propelling CMC toward its upcoming strategic goals.
