A cold spell is moving towards the north and is expected to affect northern provinces on November 8, say weather forecasters.

The cold weather is forecast to affect border provinces early in the morning and north-eastern and north-central provinces in the afternoon when it moves further inland, according to the National Hydro-meteorological Forecasting Centre.

It will cause high winds and heavy rains in the aforementioned areas and rough seas in the Bac Bo (Tonkin) Gulf and the northern part of the East Sea.

Meanwhile, river water levels in the central region which is bracing itself for the current floods are rising slowly again. They are expected to surpass the second alert level on November 7.

Weather officials warn of flash floods and landslides in mountain areas and severe flooding in the low-lying areas.

Over the past few days, heavy rains have flooded many parts of the central region, from Thua Thien-Hue to Quang Nam provinces, causing landslides and disrupting traffic on major inter-provincial roads.
