The Vietnam Coast Guard affirms an important role in ensuring national defense and security, contributing to marine economic development
In response to the requirements of the cause of building and defending the country in the new situation, the 8th Conference of the 12th Party Central Committee issued Resolution 36 on the Strategy for Vietnam’s sustainable marine economic development to 2030, with a vision to 2045.
Based on Resolution 36, the Government issued Resolution No. 26. This resolution clearly states: "Building a strong force, the core of which are he Navy, Air Defense - Air Force, Coast Guard and Border Army, cooperating with forces in coastal military zones, fisheries surveillance, militia and marine self-defense forces... to ensure the ability to well perform the task of managing and protecting sovereignty of sea and islands and law enforcement at sea , to improve the operational capacity of the forces performing the tasks of natural disaster prevention, avoidance and mitigation, sea rescue and search, to provide a solid support for people to do business and live in water areas, islands and marine economic development activities; building an all-people defense posture and the people's security posture at sea through economic-defense activities”.
As a specialized force of the State, acting as the core of law enforcement and protecting national security, order and safety at sea, the Vietnam Coast Guard in recent years has played a great role in the mission of ensuring marine defense and security, making a firm support for people to do business and live.

Promptly handle situations, maintain sovereignty over sea and islands
This is a question for Major General Tran Van Nam, Deputy Commander of the Law of the Vietnam Coast Guard. How has the Vietnam Coast Guard implemented the Resolution 36-NQ/TW on the Strategy for sustainable marine economic development of Vietnam to 2030, with a vision to 2045?
Major General Tran Van Nam: In response to the requirements of the cause of building and defending the country in the new situation, the 8th Conference of the 12th Party Central Committee issued Resolution 36-NQ / TW on the Strategy for sustainable development of Vietnam marine economy to 2030, with a vision to 2045.
In implementing Resolution 36, on March 5, 2020, the Government issued Resolution No. 26/NQ-CP promulgating the Government's master plan and 5-year plan to implement Resolution No. 36. The basic contents of Resolution No. 36 make our country become a sea-strong nation, rich from the sea, development in a sustainable, prosperous manner, ensuring security and safety. Sustainable development of Vietnam's marine economy is the responsibility of the entire political system, the rights and obligations of all Vietnamese organizations, businesses and people.
Resolution No. 26/NQ-CP of the Government clearly stated: Building a strong force, the core of which are the Navy, Air Defense - Air Force, Coast Guard and Border Army, cooperating with forces in coastal military zones, fisheries surveillance, militia and marine self-defense forces... to ensure the ability to well perform the task of managing and protecting sovereignty of sea and islands and law enforcement at sea, to improve the operational capacity of the forces performing the tasks of natural disaster prevention, avoidance and mitigation, sea rescue and search, to provide a solid support for people to do business and live in water areas, islands and marine economic development activities; building an all-people defense posture and the people's security posture at sea through economic-defense activities”.

As an armed force, a specialized force of the State, the core of law enforcement and protection of national security, order and safety at sea, the Vietnam Coast Guard has thoroughly grasped and implemented Resolution No. 36 in a serious, synchronous, effective manner, specifically:
Firstly: To actively coordinate closely with the people's armed forces, the State's functional forces to firmly grasp the sea surface situation; collecting information, analyzing and forecasting possible situations at sea; promptly advise the Party, State, Central Military Commission - the Ministry of Defense to handle defense and security situations at sea effectively, in accordance with the right lines and policies to contribute to maintaining the sovereignty of sea and islands of the country.
Secondly: Organizing thousands of trips to patrol in Vietnam’s waters in order to protect Vietnam's economic activities at sea; to propagate the law and for more than 15,000 times request foreign ships illegally entering Vietnam’s water to move out; detected hundreds of foreign ships and boats violating Vietnam’s sovereignty, handled them according to law; resolutely prevented and coordinated with relevant forces to well handle unexpected situations, firmly protecting national sovereignty and interests at sea. In 2019 and the first six months of 2020, more than a thousand violating vehicles and boats were detected and handled with the amount of administrative fines worth up to tens of billions of VND. The Vietnam Coast Guard also investigated, arrested and handled hundreds of smuggling and commercial fraud cases at sea with the total amount of administrative sanctions, the sale of assets to supplement the State budget worth up to hundreds of billion VND, contributing to economic security stability.

Besides, with the spirit of not being afraid of danger, ready to overcome big waves and storms to support and help fishermen operating at sea, the Vietnam Coast Guard has successfully carried out hundreds of offshore rescue cases, strictly complying with "orders from the heart". In the 2016 - 2020 period, the Vietnam Coast Guard conducted more than 200 cases of search and rescue, saving hundreds of vessels with more than 1,000 fishermen in distress, fishing out 19 bodies, including 4 foreign ships and 34 foreign sailors and towing 361 fishing boats of fishermen to the safe area.
Thirdly: Implement effectively the mass mobilization program "The Coast Guard accompanies fishermen" and the contest "I love my country’s sea and islands" in the island communes and districts to create a solid foundation to help fishermen can rest assured to rise offshore, stick to the sea, contribute to building people's hearts and security posture on the sea, protecting environment, marine resources and the sea and islands of the country.
Fourthly: Actively research and participate in building and perfecting the legal corridor for the protection of sea and islands of the country in the current period, while ensuring national defense, security and economic development.
Especially in 2018, the Vietnam Coast Guard actively researched and advised the Ministry of Defense to successfully build the Vietnam Coast Guard Law project, which is an important legislative activity aimed at perfecting the legal system relating to the protection and management of our country's sea and islands, affirming the policy of solving problems at sea by legal and peaceful measures; increasing strength and efficiency in law enforcement at sea.
Fifthly: the Vietnam Coast Guard Command cooperated with the Ministry of Information and Communications to issue a set of stamps on sea and islands with the theme "Vietnam Coast Guard Ships", on the occasion of the 22nd anniversary of the Vietnam Coast Guard (August 28, 1998 - August 28, 2020). The stamp set was issued on the basis of the Prime Minister's Decision approving the Project of Propaganda on protection of sovereignty and sustainable development of Vietnam's sea and islands in the period of 2018-2020.
The stamp set shows the images of the Vietnam Coast Guard ships passing the waves, against the wind, the officers and soldiers of the Vietnam Coast Guard who are not afraid of danger, regardless of storms, ready to plunge into the seabed to protect fishermen and their property, protecting the sea of our country. The stamps have clearly portrayed the image of the Vietnam Coast Guard with the cause of protecting the sovereignty and security of the sea and islands of the country.

Propagate and disseminate laws, help fishermen prevent epidemics
It is known that the High Command of Vietnam Coast Guard is promoting the mass mobilization program "The Coast Guard accompanies fishermen" very effectively. This is a question for Colonel Tran Van Rong - Political Commissar of Coast Guard Region 1: How has the High Command of Coast Guard Region 1 deployed this task? Especially for the task of disseminating and popularizing the law, helping fishermen with difficult circumstances, preventing diseases at sea?
Colonel Tran Van Rong: Recognizing the position, role and importance of fishermen in building an all-people defense posture and the people’s security posture at sea, adhering to the practical characteristics, the situation of assigned waters, realizing commands by the High Command of Vietnam Coast Guard, the High Command of Coast Guard Region 1 always focuses on doing well the mass mobilization work with many diversified contents and forms.
In which, the implementation of the model "The Coast Guard accompanies fishermen" is a prominent highlight with the goal to participate in building political bases, developing economy, culture, society, building strong communes and districts; propagate, mobilize and support fishermen in safe and legal fishing activities and coordinate with the Coast Guard in protecting sovereignty, security, order and safety on the sea and islands. It can be said that this is a breakthrough model, demonstrating high political awareness and responsibility, the creativity of the High Command of Vietnam Coast Guard in concretizing the implementation of Resolution No. 49-NQ/QUTW dated October 26, 2015 of the Central Military Commission on "Strengthening and renewing the work of mass mobilization in the new situation".
After nearly 4 years of implementation (2017-2020) of the model "The Coast Guard accompanies fishermen" by the Coast Guard Region 1, it has proved practical effectiveness. Through activities such as law dissemination, propaganda and education; calling people to actively participate in protecting sovereignty, sovereignty rights, maintaining security, order and safety of sea and islands; search and rescue operations; free medical examination and medicine, donating national flag, life jackets, gifts to poor fishermen; helping people of island communes, districts develop socio-economic conditions.
The above activities have tightened the relations between the army and the people, and is a solid foundation for fishermen to reach out to sea; contributed to shine the image of "Uncle Ho's soldiers – Coast Guard soldiers" in the new era.
Therefore, in 2019, the Party Committee, the High Command of Vietnam Coast Guard decided to upgrade this movement into the "Coast Guard accompanies fishermen" Program and deployed it in the entire force.
For the law dissemination and education, helping fishermen in difficult circumstances, preventing epidemics, the High Command of Coast Guard Region 1 has regularly coordinated with the local Party Committees and local authority where the unit is stationed to organize propaganda activities for cadres, civil servants, students, workers, people and fishermen in the 10 northern coastal provinces.
At the same time, we have coordinated with other forces to perform patrol, control tasks and propaganda on the contents of the 1982 UN Convention on the Law of the Sea, the Law of the Sea of Vietnam; the Fishery Cooperation Agreement; Agreement on Delimitation of Tonkin Gulf; Ordinance on Vietnam Coast Guard; things fishermen need to know when going fishing and exploiting seafood in common fishing area; the harmful effects of drugs, etc.
Since 2017, the High Command of Coast Guard Region 1 has conducted propaganda and education of the law for 4,200 turns of soldiers; coordinated with other forces to organize 43 propaganda groups of seas, islands, drugs and contents related to the activities of the Vietnam Coast Guard for more than 14,000 people in the areas; distributed nearly 51,000 leaflets of all kinds; donated over 1,600 national flags, 900 life buoys and life jackets to people and fishermen working at sea.
Recently, facing the strong outbreak of Covid-19 pandemic, in order to concretize the Prime Minister's Directive on continuing to implement measures to prevent and control COVID-19 epidemic in the new situation, the Coast Guard Region 1 has organized visits to fishing boats and to donate masks and disinfectant solution to fishermen in Quang Ninh, Hai Phong, Ha Tinh, Quang Binh provinces as well as anti-epidemic control posts n the inner city of Hai Phong. Specifically, we have delivered nearly 10,000 facial masks; 400 bottles of handwasher; over 1,000 bars of soap; nearly 1,000 leaflets on epidemic prevention propaganda. The above-mentioned activities of the Coast Guard Region 1 have contributed together with all levels, branches and localities throughout the country to join hands in repelling the Covid-19 epidemic.

Diversity of propaganda forms
One of the important contents of Resolution 36 is the propaganda and dissemination of the law, so Major General Tran Van Nam, would you please tell us the results of this task in the past time?
Major General Tran Van Nam: Over the past two years (2018-2020), the Vietnam Coast Guard has coordinated to propagate information about the country’s sea and islands and disseminate and educate about the law for people of coastal provinces and cities and fishermen at sea on the Law on protection of sea and islands of Vietnam; what fishermen need to know when going fishing, things fishermen need to know about search and rescue activities at sea, situation in the sea, guiding fishermen to exploit seafood at sea in accordance with the law..., in many forms such as: Through the mass mobilization program entitled "The Coast Guard accompanies fishermen", the model "The Coast Guard with ethnic minority and religious people"; organizing the contests "I love the homeland sea and islands"; cultural exchange, theatricalization, distribution of leaflets, video tapes; meeting face-to-face and propagating on the local internal radio system; on magazines, the website of the Coast Guard, central and local newspapers and radio stations.
We have successfully organized 22 "I love my country sea and islands" contest at 21 secondary schools in 16 provinces, propaganda sessions about the law, the country’s sea and islands and prevention of harms from drugs and violence for 11,500 teachers, students, officials and fishermen.
Organize propaganda sessions and send propaganda groups to vessels and ships moored at the wharf to propagate with more than 622 sessions for more than 117,827 officers, people and fishermen in coastal provinces; distribute more than 198,000 leaflets and 3,000 DVDs. Coordinate with party committees, local authorities to propagate through the local internal radio system with more than 112 sessions x 30 minutes.
Coordinate with the central and local news agencies to publish 3,285 news articles, 153 reports, 36 films supporting the law dissemination and education work. Coordinate and sign cooperation deals with TV stations of coastal provinces to produce and broadcast 182 columns "For sovereignty and security of the country’s sea and islands". Coordinate with the Vietnam Post Corporation to design the stamp set "Vietnam Coast Guard Ships".
Regularly maintaining the efficiency of the “Legal bookcases” program in agencies, units and ships of the Coast Guard forces in accordance with the actual situation and specific activities of the Coast Guard. After over 2 years of implementation, the entire Coast Guard force has set up 105 Legal bookcases. 100% of the Legal bookcases operate in an efficient and orderly manner with a variety of documents and legal documents to promptly serve the study of Coast Guard officers and soldiers; the annual legal documents are timely supplemented in quantity. The total number of officers and soldiers in the whole force participating in on-the-spot reading and research is 39,850 people; 17,585 people borrowing books to read at home. The number of documents, books and newspapers added annually to the Legal bookcases included more than 240 types of documents, legal documents, politics, regulations, decrees, circulars of all kinds, including many newly issued and supplemented documents, renewing the expired documents through the form of new purchase of over 110 types of documents and additional self-printing of 65 different types of documents.
The sense of fishermen improved
Colonel Tran Van Rong, could you tell us how has the awareness of fishermen changed during the process of propaganda and dissemination of legal knowledge?
Colonel Tran Van Rong: In fact, in coastal communes and island districts, socio-economic development in some places is still slow, people's awareness of the Party's policies, State laws are not equal, the travel has many difficulties, for most of the people, particularly fishermen, besides the positive side, there are also many complicated problems, especially disputes over fishing grounds, violations of foreign waters to fish, use of explosives, destructive fishing chemicals...
Therefore, the propaganda, dissemination and education of law for fishermen and people in island communes and districts has been identified by our unit as the most important content in the implementation of the program "The Coast Guard accompanies fishermen”. Accordingly, the High Command of Coast Guard Region 1 has closely followed the instructions of the superiors, actively coordinated with the local Party committees, the authorities of the communes and districts to develop plans, organize propaganda, dissemination and legal education that are suitable for different subjects.
With the motto "practical, effective", taking advice as the focus, raising legal awareness for fishermen as a goal, the unit has actively innovated the content, forms of propaganda, dissemination and education of law and knowledge. Propaganda content focused on the 1982 United Nations Convention on the Law of the Sea; Law of the Sea of Vietnam; Agreement on delimitation of Tonkin Gulf; Vietnam - China Fisheries Cooperation Agreement; Fisheries Law; Environment Law; Law on Drug Crime Prevention; Law on Vietnam Coast Guard; propagating fishermen not to violate foreign waters to illegally exploit seafood without declare; diffusing the policies of the Party and State to encourage and motivate people to settle down on the island, actively stick to traditional fishing grounds; joining the functional forces to defend sovereignty, maintaining security, order and safety of the sea and islands; promptly detecting and informing the situation at sea to the Coast Guard and functional forces to take measures to handle ...
Propaganda form is conducted flexibly, diversely, vividly, truthfully and effectively, such as: direct propaganda through the activities of the team of speakers; distributing leaflets and legal handbooks; slogans and banner; sending groups and teams directly to wharves and ships for propagation; broadcasting via loudspeakers on ships that are performing duties at sea, etc.
And it was the drastic and synchronous participation in the propaganda work of the High Command of Coast Guard Region 1, which has contributed to improve the awareness of fishermen. The spirit of patriotism, national pride, the sense of fighting to protect the sovereignty of the sacred sea and islands of the Fatherland of the people and of the fishermen have been increasingly enhanced.
The High Command of Coast Guard Region 1 has contributed to building a sense of responsibility for fishermen to fight wrong and negative phenomena on the sea and islands such as: violation of regulations on order and safety at sea; trade in prohibited goods; tax evasion; illegal fishing in foreign waters; using destructive tools in fishing, using chemicals that affects aquatic resources and destroy the marine ecological environment.
In addition, through propaganda, the people of the island communes and districts and fishermen have many useful information about the current sea and island situation.
Bring the Law on Vietnam Coast Guard to life
What activities will the High Command of Vietnam Coast Guard continue to implement to bring the Law on Vietnam Coast Guard into the lives of fishermen, Major General Tran Van Nam?
Major General Tran Van Nam: Immediately after the Law on Vietnam Coast Guard took effect on July 1, 2019, following the direction of the Minister of Defense, the Party Committee and the Head of the High Command of Vietnam Coast Guard advised the relevant agencies to issue: 02 Decrees of the Government, 02 Decisions of the Prime Minister; 03 Circulars and 02 Decisions of the Minister of Defense. The Commander of Vietnam Coast Guard has issued 05 Decisions to implement the Law on Vietnam Coast Guard; organized the Competition to learn about the Law on Vietnam Coast Guard within the Coast Guard force; advised the Minister of Defense to organize the contest to learn about the Law on Vietnam Coast Guard nationwide; compiled 04 documents propagating and disseminating the Law on Vietnam Coast Guard (including: Outline of propaganda and dissemination of the Law on Vietnam Coast Guard; Question and answer book about the Law on Vietnam Coast Guard; Law books on Vietnam Coast Guard, catalog introducing overview of Vietnam Coast Guard); well prepared for the training of the Vietnam Coast Guard Law on a national scale ... etc, the above results have gradually brought the Law on Vietnam Coast Guard into practice in life.
In the coming time, the Vietnam Coast Guard will continue to implement the following specific tasks to bring the Law on Vietnam Coast Guard into practice with the following specific activities:
Continuing to effectively implement the plan of coordination between the Coast Guard units and the Propaganda Department of coastal provinces and cities to organize propaganda sessions on the Vietnam Coast Guard Law for key officers of Party committees, authorities, agencies, unions and armed forces and local people and boat owners in coastal provinces.

An order from the heart
Colonel Tran Van Rong, could you share with us a few touching stories in the process of accompanying fishermen as well as lessons learned about the organization of the movement "The Coast Guard accompanies fishermen"?
Colonel Tran Van Rong: Perhaps in the memories of the officers and soldiers of the Coast Guard Region 1, this story will never be forgotten. This is a story that happened over a year ago. I still remember that day July 12th, at 9:30 a.m., the High Command of Coast Guard Region 1 received the request of the People's Committee of Bach Long Vi Island district to mobilize vehicles to transport the team of doctors from the mainland to the island to save a pregnant woman who was in critical condition.
Mr. Dao Minh Dong, Permanent Deputy Secretary of the District Party Committee, Vice Chairman of Bach Long Vi district People's Committee of said that the pregnant woman was Vu Thi Nga, born in 1984, from Tien Minh commune, Tien Lang district, Hai Phong city, a resident of the island. This was the second birth of Ms. Nga. Due to the high wave conditions and poor health, the pregnant woman could not return to the mainland to give birth. In the morning of the same day, health conditions of the pregnant woman tended to worsen and needed on-the-spot surgery. Hai Phong Department of Health determined that this is a difficult caesarean case, so to ensure safety, the operating crew of Hai Phong Obstetrics Hospital must be brought to the island to directly perform an emergency surgery. Due to bad weather, time requirements, it was very important to have help of the Coast Guard Region 1 to ensure the time and life of the mother and the child.
Immediately after receiving the request, with the consent of the High Command of Vietnam Coast Guard, the High Command of Coast Guard Region 1 immediately dispatched the ship CSB 2007, belonging to the Squadron 111 to carry the crew of 7 doctors of Hai Phong Obstetrics Hospital to Bach Long Vi Island to perform the task. Overcoming a distance of more than 70 nautical miles in rough sea, high waves, after nearly four hours, the 2007 CSB ship arrived at Bach Long Vi Island. At that time, the team of doctors from Hai Phong Obstetrics Hospital coordinated with the Military Medical Center on the island to quickly perform emergency surgery for the pregnant woman. A 2.5 kg boy was born at 16:00 the same day. The baby was named Vu Cao Dai Phuc.
To ensure safety after giving birth, doctors decided to bring the mother and the child back to the mainland for further care and monitoring with the best equipment. So the 2007 CSB ship continued to accept the duty of carrying the mother and the child and the doctor team back to the mainland. And that night, the 2007 CSB ship safely landed. Ms. Nga was immediately taken to Hai Phong Obstetrics and Gynecology Hospital for care and treatment and now the baby is over a year old and very healthy. We are very happy for that.
For the Coast Guard soldiers, the motto "Helping fishermen is to help yourself, saving fishermen is an order from the soldier's heart" is always at the forefront and considered as the political mission of the unit. Therefore, regardless of the time, when receiving the order to go to the rescue mission, soldiers on board must quickly do all the preparations, ensuring that the ship can leave the port as soon as possible to approach and rescue victims in a timely manner.
In our opinion, in order to successfully complete the task of saving people in strong and windy conditions, in addition to the "steel spirit", officers and soldiers on board must regularly train their physical health to have endurance, always know how to overcome difficulties, hardships and dangers in the course of performing missions.

Sustainably develop the marine economy associated with national defense and security tasks
Deputy Commander of the Law of the Vietnam Coast Guard - Major General Tran Van Nam - What solutions will the Coast Guard have in the coming time to contribute to the sustainable development of the marine economy associated with the task of national defense and security, protecting sovereignty, maintaining security and safety at sea?
Major General Tran Van Nam: It is forecasted that in the following years, in addition to the favorable factors, Vietnam's marine economy will also be affected by many traditional security issues and non-traditional security at sea. In order to thoroughly grasp and well implement Resolution No. 36-NQ / TW, promote the key role of law enforcement at sea, contributing to the successful implementation of the Vietnam Strategy for sustainable marine economic development to 2030, with a vision to 2045, the Coast Guard should focus on implementing the following basic solutions to contribute to sustainably develop the marine economy in association with the task of national defense and security, protecting sovereignty, maintaining security and safety at sea:
Firstly, continue to thoroughly grasp, organize the strict implementation of the Resolution No. 36-NQ/TW of the 8th Conference of the 12th Central Party Committee, Resolution No. 26-NQ/CP of the Government on sustainable marine economic development strategy to 2030, with a vision to 2045.
To closely link the maritime law enforcement tasks with the aim of protecting the activities of organizations and individuals in marine economic development; to create consensus and promote the combined strength of the entire Party, the entire people and the entire army in firmly building the entire people's defense posture in association with the national security posture of the people in the waters and islands of the country.
Secondly, improve the organizational structure, payroll in a streamlined, and strong manner; attach importance to training and improving the quality of the contingent of cadres on a par with their tasks. Continue to implement the Project to build Vietnam Coast Guard until 2020 and the following years that has been approved by the Prime Minister.
Complete and standardize the criteria for officers at all levels of the High Command of Vietnam Coast Guard. Adjust the organization, payrolls of affiliated units, grassroots-level units; clearly define short-term, medium-term and long-term tasks, have a specific roadmap and assignment for agencies, units, officers and soldiers, first of all, leaders, commanders at all levels.
Thirdly, proactively and actively advise and propose the Central Military Commission, the Ministry of Defense, the Party and the State to continue to pay attention to invest in the Coast Guard force to implement new shipbuilding projects, especially large ships with multipurpose, high mobility, long-term operation at sea in complicated weather conditions; give priority to the procurement of specialized and modern technical equipment and means to meet the specific requirements of the Coast Guard, such as: marine surveillance aircraft, helicopters; the system of command and administration, communication, and monitoring of the sea surface; reconnaissance means, professional techniques, support tools; equipment for safety, rescue, prevention and remediation of marine environmental pollution; improve the efficiency of technical assurance, raise the scientific - technical level.
Fourthly, build a strong Party Committee of Vietnam Coast Guard in political, ideological, organizational and ethical aspects:
Continue to thoroughly grasp and effectively implement Central Resolution 4 on building and rectifying the Party in association with Directive 05 of the Politburo, Directive 87 of the Standing Central Military Commission on "Promote learning, practicing and following Ho Chi Minh's ideology, morality and style”.
Prevent degrading manifestations of political ideology, morality, lifestyle, "self-evolving", "self-transforming" internally and Directive 202 of the High Command of Vietnam Coast Guard on implementation of the movement “Four good, four no, four against”; to step up the implementation of the campaign "Promoting tradition, dedicating talents and worthy of the honor of Uncle Ho's soldiers".
Fifthly, improve efficiency of law enforcement at sea:
Well performing the task of gathering information, analyzing, assessing and forecasting the situation at sea, advising and promptly proposing to the Central Military Commission, the Ministry of Defense, the Party and the State on policies and solutions, the plan to protect national security and law enforcement at sea.
Strengthen patrol, inspection, control tasks and the presence of the Coast Guard in Vietnamese waters and islands, especially in key and sensitive waters, and the bordering waters between Vietnam and other countries to controlling the situation and preventing and combating criminal activities and violations; increase safety assurance activities for oil and gas exploration and exploitation, maritime traffic, island tourism ... in Vietnamese waters; accompany fishermen, create a stable fishing ground, protect and ensure safety for fishermen doing business at sea; control and well handle foreign ships and boats that encroach upon Vietnam's territorial waters in accordance with the state’s guidelines and policy.
Sixthly: Actively strengthen and improve the efficiency of international cooperation in law enforcement at sea
Deeply graspe, seriously and effectively implement the foreign policies of the Party, the State and the Army on national defense and international cooperation on the sea. Strictly complying with regional and global agreements on the sea and ocean to which Vietnam is a member. To well assume Vietnam's membership and representative role in bilateral and multilateral cooperation mechanisms, international and regional forums on the sea and law enforcement at sea.
To effectively maintain the effective operation of the information sharing center against piracy and armed robbery against ships in Asia; step up the establishment of more hotlines between the Vietnam Coast Guard forces and national functional agencies and forces in the region; strengthen international cooperation in training and drills; organize the social reception and visit of law enforcement forces at sea from countries in the region and around the world; take full advantage of the support and resources to improve the quality of infrastructure, ships, means, technical equipment, give priority to the transfer and reception of modern science and technology; improve the quality of human resources.
Expand international cooperation, contribute to enhancing the position, prestige, capacity and experience of law enforcement at sea of the Coast Guard force, contributing to building Vietnam's image on the international arena.
