Documents submitted to the 14th National Party Congress have identified three strategic breakthroughs, with the determination to bring the country toward rapid and breakthrough development, striving to become a high-middle-income country by 2030, with a GDP scale among the top 30 economies in the world.

In an interview with the press, Dung said that to implement the three breakthroughs set out by the 14th Party Congress, the Government Party Committee focuses on three main groups of solutions.

First is a strong breakthrough in the institutional regime for development, removing bottlenecks and barriers, and unlocking and mobilizing all resources. The institutional regime improvement must go one step ahead and play a leading role, serving as an important driver for fast and sustainable development.

“We have taken a firm stance on eliminating the mindset of ‘if it cannot be managed, then ban it’, shifting strongly from pre-inspection to post-inspection, and moving from the management mindset to development-enabling mindset,” the Deputy PM said.

Furthermore, Dung emphasized the need to promote decentralization and the delegation of power in management and development governance between the Central and local levels; promote breakthroughs in science and technology, innovation, and digital transformation; and develop the private economy, state economy, and foreign-invested economy.

The second group of solutions focuses on developing high-quality and high-level human resources; promoting the attraction and utilization of talents; and building a contingent of officials with heart and vision, commensurate with their tasks, possessing innovative thinking, strategic vision, modern governance capacity, and a desire to contribute to the country’s development.

The third group is to continue perfecting synchronously and making strong breakthroughs in building socio-economic infrastructure, especially strategic transport infrastructure such as the North - South high-speed railway, urban railways in Hanoi and HCMC, railways connecting with neighboring countries, expressways, airports (Long Thanh, Gia Binh, Phu Quoc), and major seaports (Lien Chieu, Can Gio); as well as technology infrastructure (data centers, AI, 5G) and energy infrastructure.

Highly qualified strategic-level officials

Deputy PM Nguyen Chi Dung stressed that as the country enters a new stage of development, the Government Party Committee identifies science and technology, innovation and digital transformation as breakthrough drivers to enhance national governance capacity, while creating the main foundation and momentum for fast and sustainable growth.

On that basis, the Party Committee focuses on leading and directing the renewal of thinking across the entire system, in leadership, direction and administration styles toward greater flexibility and effectiveness through technology and digital data.

The Government Party Committee will prioritize Party building in terms of cadres as a strategic breakthrough, aiming to build a contingent of officials at all levels, especially at the strategic level and among heads of agencies, with high qualifications and strong understanding of science and technology and innovation.

The Government Party Committee will lead and direct the innovation and improvement of the quality of issuing action programs and plans, and organize the most effective implementation of the Party's guidelines on science-technology and innovation, concretizing them into each industry, field, and government agency.

The action program to implement the Resolution of the 1st Government Party Congress requires party committees and organizations to seriously and deeply grasp two major directions.

First, the Government Party Committee focuses on leading and directing the building of an ethical, action-oriented, and development-enabling Government, determined to make breakthroughs and successfully realize the goal of developing a wealthy, prosperous, civilized, and happy country, with the action motto: "Solidarity and discipline - Democracy and innovation - Development breakthrough - Close to the people and for the people."

Second, focusing on realizing the leadership viewpoints of the Central Committee, the Politburo, and the Secretariat on strategic autonomy, four focal transitions, self-reliance, self-strength, confidence and national pride, advancing strongly in the new era of development.

To achieve this, the Government Party Committee identifies focusing on three important contents: building and rectifying a clean and strong Party in terms of politics, ideology, and ethics associated with promoting the study and following of Ho Chi Minh's ideology, ethics and style. The Deputy Prime Minister emphasized that this is a continuous vital task that directly decides the endogenous strength of the Party Committee.
