Luong Nguyet Thu, head of the council’s Legal Division, said that immigration has caused an overload in the city in recent years, because immigrants mainly live in the center. Immigrants have also caused many social and security problems because many of them are jobless and do not have stable accommodations. The city authorities, therefore, has to review and address the immigration management task.
Many of the council’s deputies said that management of rental houses is loose. The living standards of most immigrants are not ensured. It is needed to tighten control over immigrants.
Da Nang’s Party Secretary Nguyen Ba Thanh said that control of immigrants must be implemented immediately, not until Da Nang is severely overloaded like other big cities in Vietnam.
However, Thanh said that the city would only temporarily stop granting permanent residence status.
Da Nang’s Chairman Van Huu Chien said that the number of immigrants in Da Nang has soared recently, only after Binh Duong province and HCM City.
At present, there are up to 11,356 immigrant families, totaling 14,290 people, accounting for 11.5 percent of the city’s population.
The resolution has immediately become a hot topic. Many people said that Da Nang has broken the law when banning immigrants.
Director of Da Nang Department of Justice Nguyen Ba Son confirmed that the city does not violate the law, because it only “temporarily stops granting permanent residence status to immigrants in two central districts of Thanh Khe and Hai Chau to ask for instruction from the central government.”
To prove the legitimacy of the resolution, Son cited Article 14 of the Residence Law on the principle of ensuring and harmonizing legal interests of citizens, of the State, the community and society and Article 6 of the same law which permits local authorities to perform state management of residence…
Son said that Da Nang had asked for the National Assembly Standing Committee’s opinion. If the central authorities approves, Da Nang will immediately implement the resolution, otherwise the city will annual it.
Da Nang has not officially instructed Thanh Khe and Hai Chau districts to stop granting permanent residence status to immigrants. Only Thanh Khe district has announced to halt permanent residence registration.
