Da Nang on Oct. 3 officially restarted the Quan Nam - Thuy Tu Urban Area project, known as Golden Hills City, after it had remained stalled for more than a decade due to obstacles and violations arising during its implementation.

Speaking at the ceremony, Permanent Deputy Prime Minister Pham Gia Tuc said the Politburo, National Assembly and Government have in recent years focused on directing efforts and introducing special policies and mechanisms to resolve difficulties affecting long-delayed projects, particularly those involving land.

According to the deputy prime minister, the restart of Golden Hills City marks a tangible step toward putting these mechanisms and policies into practice, helping unlock investment resources for development in Da Nang and other cities and provinces.

"The consistent approach is to resolutely address the waste of resources and resolve outstanding problems and obstacles in accordance with the law, while ensuring a balance of interests among the State, the public and businesses," he said.

Pham Gia Tuc said statistics from Vietnam's 34 provinces and centrally governed cities, as well as ministries and government agencies, show that more than 5,000 projects nationwide are currently stalled, facing difficulties or have been delayed for extended periods.

Of these, nearly 4,000 projects have been subject to measures directed by ministries, agencies and local authorities, while more than 1,300 are currently being addressed. Another 158 projects fall under the authority of the central government and will be dealt with as soon as possible.

The deputy prime minister stressed that if the more than 5,000 projects, representing total investment of VND3.5 quadrillion (about US$133 billion), can be brought into operation and business activity, they will help curb resource waste and promote economic growth.

Pham Gia Tuc said resolving procedural obstacles, as reflected in official reports, should not be regarded as the final goal. What matters, he said, is turning policies and mechanisms into tangible results and getting projects genuinely moving again rather than merely completing administrative procedures.

The Government will establish working groups to coordinate with local authorities in addressing outstanding difficulties. He also praised Da Nang for taking a proactive and determined approach in working with central authorities and relevant agencies to resolve problems surrounding the project.

The deputy prime minister asked Da Nang to strictly implement directives on resolving long-stalled projects and to proactively create favorable conditions and provide maximum support for investors during project implementation.

He said mechanisms and policies designed to remove obstacles should not themselves be hindered by regulations or administrative procedures. Da Nang must also ensure that mistakes made by authorities at different levels do not adversely affect businesses or the city's development.

At the ceremony, Da Nang People's Committee Chairman Nguyen Manh Hung said the city has accumulated a number of long-running stalled projects during its development, affecting its investment environment.

According to Hung, special mechanisms introduced by the central government have provided a legal basis for the city to resolve these obstacles. Da Nang has reviewed the projects, clarified responsibilities, established timelines and focused on addressing individual issues.

"The project's restart opens up new expectations and unlocks investment resources that have long been held back," Hung said.

Golden Hills City is invested by Trung Nam Joint Stock Company and developed by KITA Group Joint Stock Company. Covering more than 335 hectares in Lien Chieu Ward, Da Nang, the project has had its total investment increased to nearly VND15.5 trillion (about US$588 million).

It is among the projects covered by special mechanisms aimed at resolving obstacles under resolutions issued by the National Assembly and Government for long-stalled projects in Ho Chi Minh City, Da Nang and Khanh Hoa Province.
