Da Nang’s mayor model – hope and obstruction

Mr. Nguyen Ba Thanh.
The official re-affirmed the city’s new policy of providing VND5 million ($250) of monthly allowance to traffic police officers who work at the four gateway stations of Hoa Phuoc, Kim Lien, Hoa Nhon and Hoa Hai, starting from March.
Cameras will be installed at these stations to prevent corruption. Any traffic police officer who is detected to take bribe from drivers will be immediately sacked.
According to Mr. Thanh, thanks to the new allowance policy, traffic policemen can earn over VND10 million ($500) per month, so anyone who is detected to take minor briber, even only several hundreds of thousands of VND (ten in USD), will be fired immediately.
In addition, Danang’s traffic policemen are requested to write a commitment of not taking bribe each three months to “remember.’
The city permits traffic policemen to receive year-end gifts but the gift must be made public.
At the meeting, Mr. Thanh praised the anti-robbery force, which was established in 2010. This force will be allowed to disguise themselves as civilians to do their mission better. The number of anti-robbery policemen will be 120 this year, an increase of 20. They will also be equipped with German guns and 50 motorbikes.
Thanh said that the city invests in these forces to make Danang as a safe city.
The local authorities have approved the construction of a helmet plant to produce qualified helmets to sell to local residents at cheap prices (VND50,000 - $2.5) in a bid to fight fake helmets.
